Job description

We have a current opportunity for a ASOM Marine Specialist on a temporary basis. The position will be based in Doha. For further information about this position please apply.

The job holder shall be the Marine Specialist, solely responsible for delivering and managing the watercraft logistical support required as part of ASOM (Al Shaheen Operating Model)

Operations
 Responsible for delivering the watercraft requitements identified in the ASOM.
 Analysis of RFI (Request for Information) Market Study Data
 Contribute and validate tendering strategy based on RFI analysis.
 Responsible for the preparation and submission of call for tender technical dossiers
 Responsible for call for tender technical clarification, evaluations & recommendations
 Contribute and validate call for tender commercial evaluation
 Contribute and validate RTA (Recommendation to award)
 Responsible for watercraft vetting and approval as per company standards
 Responsible for watercraft mobilization, on hire and entry into service.
 Co-author and technical validator for related company processes, technical standards and guidance manuals.
 Participate in the technical review of deviation requests raised against relevant company marine standards.
 Responsible for day to day contract management of Logistics means and associated service contractors.
 Responsible for defining, implementing, and monitoring watercraft inspection standards carried out on behalf of the company.
 Responsible for supervising the day to day activities of the companies offshore Marine Supervisors and Marine Rig Move Rep Representatives.
 Responsible for ensuring competent NOC representation during all rig / JUB move operations.

HSE
 Provide expert marine knowledge and support to the companies Head of Marine
 Drive and maintain an incident free environment through establishing and
maintaining a strong safety culture onboard company marine vessels and JUB.
 Contribute to the improvement of safety, security and the environment.


STRATEGIC PLANNING AND DIRECTION
 Contribute to the companies Qatarization program, ensuring transfer of knowledge and mentoring to identified local talent.
 Provide the companies Head of Marine with regular analysis and feedback on tendering, vetting and approval progress, ensuring any concerns are identified.
 Contribute to improvements, development and implementation of department activities, processes and procedures.

REPORTING AND INVESTIGATION
 Act as the marine focal point for all tendering, vetting and mobilization phases of the ASOM.
 Ensure all anomalies, near misses, incidents, accidents and breakdown are reported and investigated with a view to preventing repeat occurrence.
 Ensure the relevant activity dashboards are maintained.

STAKEHOLDER RELATIONS
 Represent NOC appropriately in accordance with core values when interfacing with both internal and external stakeholders
 Actively participate in discipline network development

FINANCIAL RESPONSIBILITIES
 Exhibit financial prudence through efficient chartering and contract management practices within budget and contract commitments

QUALIFICATIONS & EXPERIENCE REQUIRED
-STCW Master Mariner / Ch Eng Class 1 or Class 2 certificate of competency and/or
-10 years senior officer experience in offshore MOU / MODU operations.
- A minimum of 5 years' experience as a Rig Mover, Tow Master, OIM, Master or MWS on non-propelled, self-propelled and DP jack up barge units.
- Strong MOU and offshore vessel technical & operational knowledge
- Previous onshore office experience.
- Experience of managing MOU and vessel "call for tender"
- Excellent computer skills (MS Office)
- Extensive sailing experience on DP PSV, W2W vessel, Self-Elevating Mobile Offshore Units, AHTS, etc.
- Preferred Nautical Institute Unlimited DP license
- Preferred Walk to Work experience
- Preferred OCIMF accredited OVID Inspector
