Job description

We have an urgent opportunity for Senior HSEQ Programs Officer position.

MINIMUM REQUIREMENTS/QUALIFICATIONS:

  • Bachelor's Degree in Engineer or equivalent.
  • With minimum 10 years of experience as SIMOPS/PTW Coordinator, Commissioning or Operations Lead with a broad knowledge of planning and Pre-commissioning/Commissioning execution experience within Oil and Gas industry.
  • Extensive experience and expertise in SHES Hazard identification/Risk Assessment and SIMOPS/PTW management, Pre-commissioning, Commissioning and Startup of Brown-field onshore projects.
  • Strong leadership skills, experience leading multi-discipline and multi-cultural teams in commissioning field execution
  • Knowledge and experience in MS Office, technical application, expertise in systemization, completions database, development of pre-comm/comm procedures.
  • Good command of English (speaking, writing, reading & reporting).

JOB HIGHLIGHTS:

  • Responsible to oversee and coordinate Pre-commissioning and Commissioning Simultaneous Operations (SIMOPS) and Permit to Work (PTW) activities for all Disciplines to ensure EPC Contractor delivery of all aspects of planning and execution of systems completions, including pre-commissioning and commissioning activities, is in full compliance with company SHES requirements.
  • Maintains close liaison with members of Engineering, quality, construction and operations Teams to deliver clear plans and efficient execution of the project scope of work. Accountable for ensuring execution of work is technically aligned and in compliance with project objectives and specification.
  • Manages EPC Contractor's SIMOPS/PTW activities including validation of resources, personnel qualifications and experience; usage of appropriate tools; adherence to project objectives, requirements, specifications, and verification processes.
  • Regular interface and collaboration with Engineering, SHES, Loss Prevention Heads, Construction, Operations and Quality. Interactions with Interface sections, Operations Advisors and Project Engineers within the NFE Onshore Project organisation. Frequent contact with Construction, Quality, Operations, Safety/Environment, and CLIENT Engineering departments as required.
  • Regular interaction with EPC Contractor, Vendors, Subcontractors, and engineering/specialist consultants. As required engagement with QP/asset owner's representatives. Ministry of Environment (MOE).
  • Delivering a complex Brown-field scope of work connected to very large existing and new Facilities to achieve project expectations, in particular SIMOPS/PTW coordination during EPC3 commissioning activities, including execution of the different Tie-Ins (piping, electrical, I&C) with live facilities.
