Job description

Our client, a leading international operator, have a current opportunity for a Metering Engineer on a contract basis. The position will be based in Buliisa, Uganda. 8/2 rotation.

Candidates must have:

  • Degree in Petroleum / Process / Chemical Engineering or equivalent

  • Minimum 6 years' experience in process engineering, maintenance instrumentation or field operation in gas and/or oil refining and chemicals working directly for the owner/operator

  • Know-how in oil and gas operations

  • Ability to simultaneously manage several requests

  • Must have an aptitude for analyzing data and recognizing abnormal conditions

  • Must have good communication skills to work with Field.

  • Familiarity with API MPMS and ISO 5168

  • Familiarity with thermodynamic & process software. Also familiar with real-time data system

  • Knowledge in instrumentation and maintenance

  • Fluent English

Description:

  • The job holder is a member of Upstream Production methods team and reports directly to the Production/Material Balance Lead Engineer.

  • Metering engineer role works in cooperation with and in support of the Production/Material balance Lead Engineer. The position interfaces with Production and oil lifting planning engineer, Site Operations, Maintenance team and the operators of the future refinery and the pipeline, and terminal.

  • 200 critical metering points for material balance, environment, and essential chemicals + about 200 Multiphase Flow Meter (oil producer wells) and about 200 venturi (water injection wells) + 2 tank gauging systems + 3 LPG export systems (weighbridge) + 4 export metering skid loperated by another company + terminal metering system (tang gauging + offloading metering skid (MST)).

  • Focal point for measurement compliance for local laws/regulations/Authorities & international standards, related to metering.


HSSE

  • Take Health, Safety & Environmental (HSE) lead in ensuring "safe systems of work" and "safe conditions" are in place within area of responsibility.

  • Demonstrate visible commitment to HSE by periodically leading/taking part in risk assessments, audits, HSE meetings, emergency drills, etc.

  • Ensure assigned staff complies with all company HSE policies & procedures and related initiatives.

  • Ensure Engineering activities are performed in compliance with a high regard to Health, Safety, Security and Environmental requirements.

Technical
Project Execution phase

  • Collaboration with vendor for initial configuration and commissioning.

  • Preparation for Remote Metering Monitoring (RMM) implementation and management system for metering monitoring.

  • Coordination and implementation of Metering guidelines.

  • Preparation for submission Metering and allocation detailed calculations.

  • Launch contract preparation for metering and prover calibration.

  • Support engineering of Digital solutions and CWE (Smart room).

  • To give support in the preparation and execution of pre-commissioning, commissioning, and start-up activities to metering.

  • To assist in the optimization of metering processes during start-up and ramp-up phase.

  • To define all the necessary technical documentation related to the discipline, in particular the Metering Point Data Base, Technical and LPG Metering Handbook.

  • Prepare and/or assist operator for all documentations related to operation of the Allocation Metering system.

  • To organize and execute metering reviews/audits of operator for their 4 metering systems and Terminal with the Tank Gauging system and the MST metering system

Production phase

  • To check that all the flow meters needed for the operations of the installation are within their design range and well operated.

  • To ensure that all metering data required for operational reporting is accurate and reliable.

  • To verify metering inputs for emission reports (GHG and discharge overboard) to monitor the environmental impact.

  • To give support in the operation, maintenance, and optimization of metering processes, and assist in the realization of studies related to metering as required.

  • To verify well test results and assist in Well Production and Injection Allocation.

  • To assist in preparation of all the reports (daily, weekly, monthly, and external) to record data production.

  • To work closely with the Laboratory for sampling campaigns to ensure updates of all necessary metering inputs

  • Timely and regularly report to the Production / Material Balance Lead Engineer, highlighting progress, areas of concern and critical matters that could impact operations.

  • To gather 'lessons learnt' and provide feedback to Sites, onshore team, management, and HQ in regard to metering aspects.

  • To organize and execute metering reviews/audits of operator for their 4 metering systems and Terminal with the Tank Gauging and the MST metering system

Interfaces

  • Ensure interface with Well Performance, production team and reservoir engineers.

  • Ensure interface with maintenance team for metering preventive and corrective maintenance.


Accountabilities

  • Contribute to deliver a cost-effective (OPEX/CAPEX) and optimized design of material balance and oil lifting tools that meets the requirements of the project in safety, reliability, operability, and maintainability for 25-year design life.

  • Manage interfaces between disciplines.

  • Ensure accuracy of any critical metering system installed on Tilenga with the associated performance indicators.
