We have a current opportunity for a HSE-SA Delegate - ROV/Diving specialist on a temporary basis. The position will be based in Doha. For further information about this position please apply.

JOB TITLE
HSE-SA Delegate - DIVING/ ROV Specialist
Complex operational interfaces with other entities in a major and large brownfield offshore environment.
Position located offshore at the project premises.
Offshore shift and hours - 12 hours a day, 7 days a week.

ACCOUNTABILITIES
Drive an accident-free environment through establishing and maintaining a strong safety culture.
Ensure awareness and application of HSE, Ethics, Compliance and regulations by subordinates and Contractors.
Manage and control the activities of the Contractor/Subcontractors related to DIVING/ROV activities.
Support the vessel for all the DIVING /ROV subjects and issues faced all along the WORK
Ensure Technical Authority roles for DIVING/ROV discipline, on board the appointed vessel.
Contribute to the overall objectives of the project development.
In addition of his primary duties and responsibilities to cover the Diving and ROV operation (Work Class ), the Diving
/ROV representative will act as COMPANY Representative as HSE-SA Delegate.

JOB DIMENSIONS -
Supervise the offshore DIVING/ROV scope for the appointed contract.
Carry out studies from pre-project technical assistance to Detailed & Installation Engineering supervising Subsea DIVING/ROV and
Offshore equipment / spread contractor teams.
Liaise as required with DIVING/ROV TRP & Subsea Operations Leader.
As HSE-SA D, reports to the HSE-SA of the relevant Location and has a direct functional line to the Chief Executive Officer for any
serious or emergency HSE issues that he feels should be brought directly to the CEO attention.

ACTIVITIES -
Responsible for the coordination, realization and follow up of offshore DIVING/ROV activities related to the appointed contracts
o To pursue the HSE objectives defined by his hierarchical superior.
o To ensure compliance with Company Management System and applicable International Standards.
o To follow the offshore DIVING/ROV activities.
o To liaise with Contractors/Subcontractors for all offshore DIVING/ROV subjects.
o To review with Contractors/Subcontractors all the DIVING/ROV procedures issued.
o To regularly check the quality of the DIVING/ROV Operations performed, in line with the approved Technical Risk
Assessment and associated mitigation measures.
o To ensure the Contractors/Subcontractors progress follow up and reporting on all the DIVING/ROV subjects.
o To provide KPI's information for the reporting to the HSE Site Authority.
o To participate to risk analysis as required for the good performance of the works.
o To contribute to DIVING/ROV activities checks for the performance of the WORK, as well as the compliance to all NOC
technical requirements.
o To participate to Risk Assessments when required.
o To participate to kick off meetings and Pre-Job Meetings, pre-SIMOPS visits, etc. as required in accordance with referential.
o To support HSE Site Authority for the Permit to Work preparation in due time with needed technical
DIVING/ROV documentation, in line with standards.
o To ensure the proper quality and traceability of the DIVING/ROV WORK.
o To participate to required offshore Technical Meetings (daily) with Contractors / Subcontractors.
o To provide DIVING/ROV background and expertise for all the DIVING/ROV Operation analysis.
o To provide inputs to weekly reports to HSE Site Authority.
o To participate to REX and Lessons, Learned for the Company.
o To liaise with DIVING/ROV & Subsea Operations Engineer to ensure that the Operations performed offshore
are in line with the requirements.
o To liaise with Onshore Project Engineer to ensure that the required Project Documentation is properly filed and
accessible.
o Report daily to HSE Site Authority.
o COMPANY representative is appointed as HSE SA Delegate on board DVS, and all activities related to the diving and
ROV operation on the respective location on Al SHAHEEN.
o The geographical area of responsibility for the HSE-SA D covers all Al SHAHEEN locations.
o In case of an emergency, HSE-SA DE shall immediately inform the HSE-SA of the relevant location who will take over
the management of the emergency. Until the takeover is effective HSE-SA D will be the on-site incident commander.
o The HSE-SA Delegate reports to the HSE-SA of the relevant Location and has a direct functional line to the Chief
Executive Officer for any serious or emergency HSE issues that he feels should be brought directly to the CEO attention.


QUALIFICATIONS & EXPERIENCE REQUIRED -
1. IMCA Certified diving /ROV supervisor
2. At list 10 years' diving experience out of winch 5 years in the management cadre.
3. A strong knowledge in QHSE and with a capability to significantly improve QHSE profiles through tangible improvement of KPI's
4. A strong knowledge of Permit to Work (PTW) Process
5. IMCA Closed Bell Supervisor / Saturation Diving Supervisor certificate
6. IOGP Dive Representative certificate
7. Dynamic Positioning (DP) Introduction Certificate
8. IMCA Dive System Auditing & Assurance
9. OPITO BOSIET or FOET
10. OGUK Offshore Medical
11. OPITO H2S
12. Qatar approved COVID Vaccination Certificate
13. Age 14. Fluent in English Language
15. Offshore Medical Fitness Card (OMFC)
16. Fluent in English writing /speaking
17. Strong verbal communication skills in English to deliver various presentations on incident Free Culture.
21. Strong report writing ability on various operations and procedures carried out on board.
22. Strong computer skills (Word, excel, Power point, etc)
23. Strong knowledge in OGP DRP 411/IMCA D 023&024/ IMCA D018 & D037 & D 040 and DMAC 28 and requirements with Flag
and Class regulations.as well
24. In addition of General requirement and training and individual certification already listed above, COMPANY HSE-SA-Delegate shall
hold the certification listed as per COMPANY requirement for the position.
