This role exists to ensure that NL Operations comply with all relevant international and national government Health Safety and Environmental (HSE) legislation. The role holder assures implementation of company policies, standards and procedures; supports and monitors HSE implementation within the NL organization. The role holder also advises all personnel about HSE -related operational and other risks.

Supports the HSE Manager North Sea in all regulatory responsibilities on a day to day basis. Supports the HSE functional agenda within the operated assets. Provides day to day supervision of the NL HSE team.

Has direct interface with SODM and industry bodies such as Element NL.

Accountabilities

  • Assure the implementation of company HSE programs, perform risk assessments, identify future improvements and share best practices
  • Support internal HSE training, communication programs and procedures, establish efficient evaluation processes, and monitor and analyze NL's HSE effectiveness.
  • Establish HSE Key Performance Indicators and dashboard to monitor, track and report on HSE effectiveness, to support (functional & local) management decision-making, minimize HSE risk and help to raise HSE awareness throughout the company and with contractors and third-party employees.
  • Works with the HSE Manager North Sea and Management Team to implement the HSE strategy and policy, providing HSE advice and insight. Ensures that HSE strategies and policies are aligned with those of the corporate entity, to support business growth, enable the current and future development of the business and achieve objectives and targets. Support the HSE Manager North Sea in maintaining the BMS in accordance with the ISO-14001 and ISO 45001 standards.
  • Conduct internal onshore and offshore HSE audits and inspections and support audits of contractors and third parties to assure HSE compliance. Support external HSE audits. Collate risk assessment and audit results, analyse trends and report outcomes, conclusions and recommendations. Advise on appropriate actions and monitor implementation of required actions, in order to reduce risks and ensure conformance with all relevant certifications and verifications, including ISO14001 and ISO 45001.
  • Implementing the integrated HSEQ Management System and Standards across Operations ensuring commonality of approach and compliance.
  • Actively participating in and requiring participation in the development, and implementation of standards and processes
  • Providing effective coaching, mentoring and technical advice to both line managers and HSEQ professionals and developing the HSEQ culture of personnel & contractors working across the NL assets.
  • Actively leading the NL HSE team & hold Prevention Officer role.
  • Supports planning for future effective capability, competence, and succession management to ensure that HSE operational capability is built for our future success.
  • Developing and implementing effective Emergency Response and Business Continuity arrangements for the NL.
  • Providing clarity regarding expectations and support HSE team and individuals to achieve these so that the quality of work meets the requirements of the BMS.
  • Assisting with managing the HSE their budget and the delivery of outputs and costs, considering all proposals in terms of cost, benefit and risk, and utilising resources to best effect
  • Ensuring the appropriate level of incident investigation and lead or participate in incident investigations, where necessary. Monitor implementation or corrective action and report exceptions.
  • Support the implementation of the functional agenda within the NL operated assets
  • Actively participating in and requiring participation in the development, and implementation of standards and processes.
  • Adhere to the Competence and Training framework policy and procedures to ensure each team member attains and maintains the required competency level to perform their role.
  • Ensuring that (offshore) security provisions are adequate.
  • Support and provide expertise in support of the management of radiation
  • Provide HSE input to Projects and IM's
  • Keep abreast developments in HSE
  • Any other reasonable activity that supports the HSE agenda and business objectives
  • Manage the PLANC register and reporting considering all proposals in terms of cost, benefit and risk, and utilising resources to best effect
  • Ensuring the appropriate level of incident investigation and lead or participate in incident investigations, where necessary. Monitor implementation or corrective action and report exceptions.

Skills, Knowledge and Expertise

  • Bachelors or Masters in related engineering or environment discipline
  • Professional Environmental HSEQ Qualification (HVK or MVK, MoSHE)
  • Familiar with current (UK/NL) HSE legislation relating to the oil and gas industry
  • At least 10 years as HSE or Environmental Professional
  • Experience in risk management within relevant oil/gas/petroleum operator or other major hazard operation
  • Dutch and English speaker
  • Local or a Dutch National willing to be based in Hoofdoorp.
  • Broad experience in HSE management systems, emergency response, auditing, training, behavioural observation and risk assessment techniques
  • Training and mentoring skills
  • Strong facilitation and communication skills
  • In-depth understanding of the oil and gas industry.
  • In-depth understanding of Technical Safety and occupational health and HSE related competency assurance.
