Job description

Leadership

 Supports & Assist Project and the Package Team by providing advice and guidance on all HSE matters.

 Support the development of the HSE referential through providing experience-based advice to simplify and improve the documentation.

 Develop and promote HSE tools and referential.

 Promotes the Project HSE policies and plans (including the Safety Culture program) at the Package level and on the worksites through: - Deployment of HSE tools on Company assets, i.e., Program "0 Fatality" (Safety Green Light, Life Saving Checks, Joint Safety Tour), Stop Card, Safety and Sustainability Moments, World Day for Safety commemoration

 Support the ongoing development of the One-Maestro culture through the delivery of system training, communications initiatives, and interactions with other HSE personnel.

Compliance

 Consolidate project HSE reporting (Weekly highlights, Annual report),

 Calculate and issue project HSE statistics (Monthly, Yearly),

 Participate to updating project referential for HSE domain,

 Participate to enriching and updating project procedures and templates for HSE domain,

 Ensure the production of concise and high-quality documents and make suggestions for appropriate governance requirements

 Maintain interface with representatives from project HSE / project Construction / Affiliate to obtain an in-depth understanding of the HSE requirements.

 Implements the Project HSE Management System on all projects.

 Update and maintain the template for the project procedures, respecting the writing standards (terminology, typography standards, style, format, layout, glossary)

Risk Management

 Assists the HSE team and Company Site Representatives in the implementation of risk (including environmental) assessment methodologies (e.g. JRA, HIRA, etc.).

 Ensures that risk assessments (including those prepared by Contractors) are reviewed, actions are followed up and closed, mitigations measures are implemented.

Health and Environment

 Ensures that adequate PPE and driving policies are implemented by Package Team and Contractors.

 Implement and monitor the Environmental Management Plan, including waste management.

 Ensure that the professional health risks of the personnel involved have been previously assessed, and that

preventive measures are taken.

 Ensure that physical fitness criteria are clearly defined, and that all staff are up to date with his medical visits.

 Ensure that any substance, product, or material classified as dangerous is identified and quantified, and that its methods of storage and handling are clearly indicated. Ensure that the MSDS (Material Safety Data Sheets)

are available.

 Ensure that all staff (project and contractor) adhere to TEEPRH conduct policy.

Contractor and Suppliers

 Evaluate HSE offers during call for tenders when requested,

 Monitor that the Contractors' HSE Management Systems, performances and activities are following the requirements of the contracts

 Control the application of the HSE policy and the associated framework in accordance with contractual requirements.

 Ensure that contractor reporting is in line with contractual requirements.

 Ensure monitoring of HSE assessments of contractors (scheduling, action plans, etc.)

Competency and Training

 Set up of specific HSE training plan.

 Ensures adequate training plan is implemented by Contractors, in line with Company HSE training requirements.

Emergency Preparedness

 Participate in emergency preparedness through training and exercise plans.

 Ensure the availability, maintenance of prevention, intervention materials and equipment (monitoring,

inspection, testing).

Incident Analysis

 Guarantee systematic reporting of incidents, accidents, anomalies.

 Monitor that the reporting and analysis of incidents is performed as required.

 Contributes to the affiliate reporting system, and/or sets up and operates a Project system for reporting and analyzing anomalies, incidents, and accidents.

 Set up and update the application dedicated to the management of HSE events (SYNERGI base) in

relationship with HSE Methods of affiliate.

 Collect and consolidate HSE information from project sites. (Site, Worksite, Workshop and third party)

 Ensure the reliability of HSE statistics and information before dissemination.

 Initiate, facilitate and participate in investigations and analyzes of accidents and high-potential incidents and anomalies.

Audits and Inspections

 Participate to HSE audits, Project Reviews (PR) and Project Entities Reviews (PER) for HSE domain, if requested

 Implement the audit and inspection HSE plan

 Implement monitoring of action plans following the various Company regulatory audits (MAESTRO, PTR etc.….)

Performance Improvement

 Communicate HSE useful information to project HSE network (project HSE newsletters, specific HSE workshops, World Day for Safety),

 Participate in improving HSE performance and associated monitoring (performance indicators: leading and lagging)

 Participate in the definition, monitor and update HSE performance indicators (KPI) (leading and lagging)

 Analyze project performance and HSE events and consequently issue HSE recommendations,

 Provide support to projects to develop the safety culture program

 Establishes and provides HSE KPI, actions follow-up and performance reports.

 Create, Monitor & Update HSE project dashboard.

Qualifications and Experience

Education: Engineer with minimum 7 years working experience of a high hazard industry, i.e. Construction, Oil & Gas, onshore plant and others including previous experience in HSE Supervisory role (min 5 years). Professional HSE qualification at Diploma / Degree level minimum (e.g. MSc occupational Health and Safety or NEBOSH diploma/Certificate).

 Understanding of development, design, and construction activities.

 Good understanding of HSE policies and strategies, HSE Management Systems and Risks & Middle East country Legal Framework

 Membership of an appropriate professional body.

 Experience in incident investigation.

 Familiarity with safety and environmental legislation.

 Knowledge of client standards and/or previous experience with other major IOCs in large oil and gas construction projects.

 Good presentation skills

 Experience in the implementation of behavioral safety systems and analyzing the data produced.

 Understanding of oil and gas production equipment, processes, and utility systems

 Experience reviewing and commenting on Contractor design / construction phase HSE plans and related documents.

 Good knowledge of qualitative and quantitative risk assessments techniques.

 Good knowledge of HSE legislation and international standards, including IOGP standards, onshore plant standards, ISO and Company referential framework (Rules, Specifications, Guides).

 Ability to proactively drive positive change.

 Be a Role model to establish effective team working.

 Autonomy and previous experience in working transversally.

 Ability to work on his/her own initiative but function as an integral part of team

 Highly proficient in spoken and written English.

Spoken and written Arabic is a plus.
