Orion Group has been awarded manpower services contracts to provide specialist recruitment support and solutions for the Liverpool Bay Carbon Capture and Storage (CCS) Project - a flagship UK initiative driving the transition to a low-carbon future.

Under the contracts, Orion Group will deliver a variety of Liverpool Bay renewables jobs across multiple disciplines, providing workforce management services for blue and white-collar construction and technical personnel, supporting the safe and efficient execution of the project’s development and pipeline phases.

This award builds on Orion’s vast experience of delivering high-quality manpower solutions to the energy, infrastructure, and engineering sectors, worldwide.

About the Liverpool Bay Carbon Capture Project

The Liverpool Bay CCS Project forms a vital part of the UK’s industrial decarbonisation strategy. Requiring various CCS jobs and skills, the development will capture, transport, and store, CO₂ emissions from heavy industry across the North West, repurposing existing infrastructure within Liverpool Bay to permanently store carbon in depleted gas reservoirs beneath the seabed.

The project includes the construction of a new 34km pipeline and the refurbishment of 24km of existing infrastructure, linking Ince - Cheshire, to Point of Ayr - North Wales. Once operational, the facility will significantly reduce industrial CO₂ emissions, helping to establish the North West as a leading hub for carbon capture and storage innovation and renewables job creation.

Managerial and Technical Roles

On a new CCS facility, a Contracts Manager keeps the project moving by managing contracts, budgets and variations. They make sure contractors meet safety, quality and compliance standards. They’re the main point of contact for contractors and stakeholders, sorting disputes and coordinating changes to keep delivery on track.

A Construction Manager oversees all on-site construction activities to ensure work is completed safely, on schedule, within budget and to the required quality standards. They coordinate contractors and suppliers, manage permits and regulatory compliance, resolve technical and logistical issues, and liaise with engineering, operations and client teams through to handover and commissioning.

During the construction phase, an Electrical Engineer oversees the implementation, installation and commissioning of power and control systems, ensuring compliance with safety regulations and project specifications. They coordinate with contractors, review drawings and test plans, resolve technical issues and verify system performance to deliver a reliable electrical infrastructure on time and within budget.

The Health, Safety and Environment (HSE) Manager develops and implements HSE policies and procedures, conducts risk assessments and site inspections, oversees contractor safety performance and incident investigations, and ensures compliance with regulatory requirements. They lead safety training, liaise with project teams and regulators, and promote a culture of continuous improvement to prevent harm and protect people, assets, and company reputation.

A Mechanical Engineer supervises the implementation of mechanical designs, coordinates installation and commissioning of plant systems, and ensures compliance with technical specifications and health and safety standards. They resolve on-site engineering issues, conduct testing and inspections, and manage documentation to ensure delivery of systems on time and to the required performance criteria.

A Project Manager oversees day‑to‑day construction activities, coordinating contractors, suppliers and on‑site teams to keep the programme on schedule and within budget. They ensure adherence to health, safety and environmental regulations, monitor quality and progress, and liaise with stakeholders and regulators to manage risks and resolve technical or contractual issues.

Rotating Equipment Supervisors manage and coordinate the safe installation, alignment and mechanical completion of compressors, pumps and turbines, ensuring contractors follow specified procedures, lifting plans and vibration and balancing requirements. Engineers provide technical oversight and support for installation and commissioning, perform design verification and performance testing, resolve engineering issues and prepare documentation to enable formal handover to operations.

Skilled Trades and Construction Jobs

Responsible for supporting civil engineering and infrastructure works, including groundwork, trenching, pipe installation and backfilling. Construction Operative jobs involve assisting with a wide range of site activities, while Pipelayer jobs focus on installing pipelines, drainage systems and utilities safely, accurately and in line with project specifications.

Provide essential hands-on support across construction and industrial sites. Labourer jobs and Site Operative roles involve material handling, site preparation, basic maintenance, assisting trades, and ensuring sites remain safe, tidy and compliant with safety procedures.

Plant and Heavy Equipment Operator jobs involve operating machinery such as excavators, dozers, telehandlers, loaders and cranes to support construction, earthworks and infrastructure projects. Operators are responsible for safe operation, routine equipment checks and the efficient execution of lifting, digging and material-moving activities.

Rigger, Scaffolder and Lifting Technician Jobs focus on building and dismantling access scaffolding, setting up lifting systems and supporting complex rigging activities. Key responsibilities include ensuring structural stability, safe load handling and compliance with lifting plans and safety procedures.

Fabricator jobs and Steel Erector jobs support the assembly and installation of structural steel frameworks across building, industrial and infrastructure projects. Fabricators prepare and cut steel components, while Steel Erectors position, align and bolt or weld each section into place with precision.

Welder, Pipefitter and Mechanical Fitter jobs are skilled trades responsible for fabricating, installing and maintaining mechanical systems. Welders carry out structural and pipe welding; Pipefitters assemble and connect piping systems; and Mechanical Fitters install, align and repair machinery and assemblies.

Supervision and Support Roles

Commissioning Technician roles support the testing, start-up and verification of mechanical, electrical or process systems to ensure assets operate safely and to specification. Logistics jobs involve managing material movement, warehousing, delivery coordination and site supply chains to keep construction activities running on schedule.

Construction and Site Supervisors oversee daily site activities, coordinate teams, manage work execution and ensure compliance with safety, quality and project plans. These responsibilities are central to both Construction Supervisor jobs and Site Supervisor jobs, where supervisors act as the link between management and the workforce to maintain progress and resolve on-site challenges.

Foremen jobs involve leading trade-specific crews, monitoring workmanship, allocating tasks and ensuring discipline-specific work packages are completed to the required standard. Foremen also provide on-site technical guidance, support problem-solving and report progress to supervisors and project management.

Health, Safety & Environment (HSE) Officers promote and enforce health, safety and environmental standards across construction and industrial environments. HSE Officer jobs involve conducting inspections, performing risk assessments, managing incident reporting and delivering workforce training to ensure compliance with HSE legislation and the safe execution of all work activities.

Supply Chain and Material Coordinator jobs involve managing the procurement, delivery and stock control of materials and equipment. Coordinators work with suppliers, logistics teams and site personnel to maintain efficient and reliable supply chains that support ongoing project activities.

Quality control jobs and NDT inspector roles focus on verifying that materials, welds, components and systems meet required specifications and industry standards. Responsibilities include conducting inspections, performing non-destructive testing (NDT), reviewing documentation and carrying out quality assurance checks throughout all stages of a project.

Site Administrator and Mobilisation jobs provide essential administrative support across project sites, including document management, onboarding, mobilisation coordination, timesheet processing and site communications.
