The Brief
As a Project Management Services contract, the scope covers a full range of requirements related to managing the contingent workforce . The inclusive scope includes administering national and expat contingent labour workers in multiple worksite locations, including onshore, offshore, at plant, and in offices.
The Solution
We provided a range of services to transition incumbent contingent labour workers in various technical and commercial positions (included, but not limited to; project management, engineering, construction management, commissioning support, marine and subsea, project controls, procurement and contract management) to meet the client’s operations and projects requirements at onshore and offshore worksites in Azerbaijan and Georgia. Our service offering included Recruitment, International Payroll, Global Mobility Services, IT Support and HSE Consultancy.
Due to the size of the Azerbaijan project, it required Orion to triple its in-country team, while also leveraging the team located in the UK and the UAE. Orion would also need to expand office facilities, procure 200 laptops for the workers, and coordinate comprehensive workforce support.
The Outcomes
Successful transition of a number of National and Expatriate contingent labour workers completed within a 3-week period. This process included:
- Azerbaijani nationals covering the entire Operations, Maintenance and Projects teams
- Georgian National Operations team
- Expatriate Engineering Project Management
As a result, success was built on a number of key milestones, including:
- The complexity of this transition project showcases Orion's exceptional ability to scale our operations quickly and effectively:
- Resource Mobilisation: We rapidly assembled a dedicated team of recruitment specialists, compliance experts, and project managers to handle the high volume of transitions.
- Process Optimisation: Our existing recruitment processes were streamlined and adapted to meet the accelerated timeline, ensuring efficiency without compromising quality.
- Technology Leverage: We utilised and implemented technology from time writing to tracking to enable a swift transition.
- Cross-functional Teams: We formed agile, cross-functional teams that could handle multiple aspects of the transition process simultaneously.
- Extended Operating Hours: Our teams worked extended hours and implemented shift systems to ensure round-the-clock progress on the project.
- Office Resource Allocation: We leveraged our office network in Azerbaijan and the UK to distribute workload and ensure 24/7 productivity.
- Quality Assurance Amid Rapid Scaling
- Despite the accelerated timeline, we maintained our commitment to quality outcomes:
- Rigorous Compliance Checks: We implemented enhanced compliance verification processes to ensure all transitioned personnel met legal and client-specific requirements.
- Continuous Communication: Regular updates and feedback loops were established with the client to address any issues promptly and maintain alignment throughout the process.
- Post-Transition Support: We provided comprehensive onboarding and aftercare support to ensure smooth integration of transitioned personnel.
The success of this project underscores Orion’s scalability and adaptability, where all personnel were successfully transitioned within the 6-week timeframe. Client satisfaction was high, with positive feedback on our ability to manage the complex transition efficiently.
The project's success has led to an expansion of our partnership with the client.
