POSITION TITLE:
Telecoms Commissioning Engineer

KEY ROLE
This role is for the Shah Deniz Compression (SDC) project which will build a new Normally Uninhabited Installation (NUI) to be installed in the Caspian Sea, Azerbaijan. The role will be based in the selected engineering contractor office and selected fabrication facility in Baku (Azerbaijan) and offshore for the greenfield and brownfield hook up and commissioning.
The SDC Telecoms Commissioning Engineer will support the SDC Telecoms Commissioning Lead with safe and efficient delivery of Greenfield and Brownfield Commissioning readiness, Contractor oversight, MC acceptance, pre-commissioning, commissioning and alignment /coordination with the facilities’ Operations teams for the SDC project. The Telecoms Commissioning Engineer will be expected to set the highest standards in HSE and quality and promote and role model the bp approach of “Who We Are”.

BASIC SKILLS
A high-level of communication and interpersonal skills.
Significant experience on commissioning of telecoms equipment is essential.

TECHNICAL QUALIFICATIONS
Higher education and an extensive telecoms equipment commissioning experience base is essential.

EXPERIENCE

Experience of effectively interfacing and working together with Design / Construction and Commissioning Contractors and Operations entities.
Experience with HSSE issues related to on-site activities.
Deep understanding of bp Construction & Commissioning Defined Practices (or similar) for both Greenfield and Brownfield projects and the latest international standards that assure integrity of build and construction quality.
Experience with diverse work forces would be highly desirable.

RESPONSIBILITIES & OBJECTIVES
Demonstrate personal HSSE leadership and excellent HSE behaviors at all times and ensure that safety expectations are communicated and maintained.
Support the Telecoms Commissioning Lead on SoW and Schedule development.
Support Telecoms Commissioning Lead on reviewing and commenting on Engineering contractors’ documents, providing commissioning perspective to Design.
Attend Factory Acceptance Tests (FAT’s).
Specify required Telecoms Tools, Equipment and Commissioning Spares, and support Purchase Orders.
Assist in the creation of the Telecoms Systems LOSH/LOSSH.
Support Telecoms Commissioning Lead on reviewing and accepting contractor supplied procedures and activities for installation, preservation and commissioning of all Telecoms equipment at all site locations.
Support Telecoms Commissioning Lead for the development and execute relevant Commissioning Test procedures (CTP) for the Telecoms systems in Brownfield and Greenfield areas.
Responsible for the development and compilation of relevant ITR’s.
Oversee Contractor execution of the MC and Contractor Commissioning, execute bp commissioning and support Telecoms Commissioning Lead to control and handover the SDC Greenfield and Brownfield scope of work to Operations.
Control and ensure all Telecoms commissioning personnel carryout their work and are fully trained in accordance with site PTW procedures.
Ensure that all commissioning procedures and paperwork within the SHMP is completed to enable a smooth hand over of systems to Operations.
Respond to engineering site queries where clarification of design is required and liaise with Eng contractor where an Engineering response to TQ’s is required
Ensure all contractor Telecoms Engineers, Supervisors and Technicians deployed are fully aware and understand the projects safe working practices, process safety fundamentals and ensure they are adhered to maintain a SAFE working environment.
Attend tri-party and bi-party walkdowns with Construction and Operation. Raise/agree appropriate punch items and progress them to closure.
Act as a Performing Authority within Project’s Permit to Work Procedures.
Responsible for the execution of all relevant work-scopes detailed within the CTP’s.
Provide advice, coaching and training to Azerbaijani National personnel.
