We currently have an opportunity for a Sr. Contract Engineer role. This position is based in Muscat – Oman.

Position Title: Sr. Contract Engineer
Location - Oman – Muscat
Contract duration - 6 Months
 
 
Purpose
Analyses and executes the full contracts cycle for Project Delivery related to Upstream including but not limited to contract preparation, tender specifications, business demands, and technical and commercial standards to meet end user’s timelines to contribute to the reliable
Project Delivery Team or the designated company assets.
 
Minimum requirements
 
Education requirements
Minimum qualification is a bachelor’s degree in engineering, Supply Chain, Production Operations Management, or equivalent to PMP qualification is desirable.
Language Excellent knowledge of written, read, and spoken English (required), Arabic - Native (desirable)
 
8+ years of relevant experience in a similar role in Oil & Gas Industry
Ability to plan, execute and deliver highly complex contracts.
Basic understanding/Adequate working experience in contract and claims management for the in oil and gas
industry (infrastructure and/or heavy engineering).
Basic International / Middle East – Gulf countries exposure leading Claims Management processes for
major Oil & Gas companies.
Adequate Knowledge and progressive working experience in Pre-Award and Post-Award projects
contract management, contract law and various forms of contract
Adequate understanding of Contracts & Procurement management processes, contract terms & conditions, and legal background.
Adequate Knowledge, and work experience in dispute resolution procedures (arbitration).
Procurement, inventory and supply chain qualifications are an added advantage e.g. CIPS.
 
Main tasks and responsibilities:
Responsible for executing the complete tendering process via compiling a tender evaluation plan with consultations with the contract
owner, providing commercial guidance, bidders’ selection, preparing bid documents, prequalification documents, bid evaluations,
contract negotiations and contractor selection related to Project Delivery and related services.
Assist the Team Lead with creating Contract plans well ahead of Projects Contracts to meet end user’s timelines.
Assist in developing pre and post-contracting strategies, plans and tactics in collaboration with end-user department.
Coordinate with other team members to collect all Project Delivery related Contracts. Check their synergy and unify the common ones before start tendering processes.
Prepare submissions for functional review and recommendations to the Internal Contract Review Committee and Ministry of Energy & Minerals(MEM).
Perform the development of tender specifications for Project Delivery Contracts in-line with business expectations, risk perspective and applicable laws.
Draft contracts and commercial terms and conditions (T&C) to best serve and protect the company’s interests (includes technical recommendations).
Respond to all technical and commercial clarification requests during the tendering period.
Assist in pre-award and post-award contract management, including change management, insurance issues, claims mitigation & settlement and contracts close out. This includes escalation of disputes whenever required with the support of Legal.
Ensure effective documentation of contracts documents.
Conduct negotiations with vendors to realize the total economic value to the company considering quality, cost and time.
Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure
the right contracts are in place to deliver value to internal customers.
Build and maintain the relationship with suppliers within the region to ensure positive, constructive and cost-effective commercial
agreements for the company.
Monitor market trends and provide accurate supply information to internal customers.
Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever it’s applicable.
Report on contract-specific indicators and KPI’s to relevant stakeholders within the procurement function, upstream, downstream
functions.
Execute Vendor selection and approval for pre-award activities.
Contract compliance for Project Delivery contracts, including monitoring SLAs with vendors and ensuring contractual obligations are
met.
Troubleshoot all Project Delivery vendor problems and present them to management as required.
Execute insurance certificate for Project Delivery Contracts,
Execute the performance bond management related to Project Delivery Contracts
Specialist in category management.
Serves as the point of contact for any internal and statutory audits.
Periodic visits to the work site(s) as and when required.
Handle insurance related to Projects.
