POSITION TITLE: Social and Environmental Advisor, SDC Project

PSM POSITION ID:

KEY ROLE

The Social and Environmental Advisor will be supporting Shah Deniz Compression (SDC) project in the AGT Region and will be accountable for the implementation of projects Environmental and Social (E&S) deliverables.

The Social and Environmental Advisor role will report to the Projects E&S Lead and will be a member of AGT Projects HSE&C team.

PRE-REQUISITES

Ability to travel to construction and fabrication sites.

BASIC SKILLS

• Microsoft office skills, Word, Excel, Power Point, PDF etc.
• Basic agility skills
• Proven proficiency in Azerbaijan and English languages
• Good communication and presentation skills

TECHNICAL QUALIFICATIONS

• Minimum qualifications: Degree in an environmental or related discipline. MSc preferable.

EXPERIENCE

Experience of managing E&S aspects during the construction of projects with knowledge and expertise in the application of BP environmental and social requirements to projects.

Understanding of labour code and environmental legislation and E&S best practice.

Experience in HSE compliance management and tracking ESIA commitments.

Experience of undertaking E&S self-verification and oversight activities at contractors’ construction and fabrication sites and facilities.

Good knowledge of labour rights principles and experience in assessment of contractors labour rights management.

Experience in developing and delivering E&S and sustainability awareness campaigns on site to project and contractors personnel.

Experience in liaison with local communities.

Experience of undertaking a programme of routine site E&S inspections, developing E&S reports and monitoring trends analysis.

Experience of working with and providing E&S support to construction and commissioning teams; and working with contractors E&S teams.

Experience in managing community and labour grievances.

RESPONSIBILITIES & OBJECTIVES

• Work with Unit/ Squad leads and support in managing HSE&C compliance system for the project, delivering implementation of environmental and social requirements.
• Ensure environmental and social impacts are appropriately identified and managed by relevant construction contractors.
• Implement Project specific Environmental and Social Management and Monitoring Plan (ESMMP) and ensure robust ESIA commitments tracking
• Support Project teams in implementation of E&S deliverables to ensure conformance with internal and external requirements with no delays to construction schedule.
• Implement a robust E&S self-verification and oversight program for the construction contractors’ implementation of the E&S contract requirements and ESIA commitments.
• Provide assurance that all E&S requirements are met for the project and ensure that all E&S procedures, programs and regulations are followed by Project and Contractors during the execution of the project.
• Implement programme of routine site E&S inspections, developing E&S reports and monitoring trends analysis. Provide periodic reports to Project management on status of bp E&S self-verification and oversight of Contractors E&S activities.
• Support Project in liaison with local communities and in delivery of labour rights and modern slavery (LRMS) related requirements.
• Undertake LRMS assessment of contractors workers and communicate outcomes as per agreed channels
• Develop contractor specific LRMS risk response plan in collaboration with Procurement and Contract Accountable Manager (CAM) and lead implementation of the LRMS risk response plan.
• Develop the LRMS oversight process, verify implementation of oversight by Contractors for their workers and sub-contractors and check if remedies or areas for improvement are actioned.
• Supporting the CAMs and Site Representatives in managing LRMS at site level and during Contractor LRMS performance reviews.
• Maintain community complaints and labour grievance logs and report issues identified with relevant teams.
• Liaise with regional LRMS teams and with central LRMS subject matter experts (SMEs) when needed.
• Deliver Environmental, Social, LRMS and sustainability awareness sessions to Project and Contractors personnel.
• Providing general E&S support to construction and commissioning teams, participating when required in E&S audits and inspections.
• Provide required E&S inputs in accident/incident & complains investigations and the compilation of reports; record and monitor relevant corrective actions to close out.
• Support E&S Lead in completing close-out surveys, monitoring and external reporting per requirements and best practice and in handing over E&S aspects to P&O Production in line with the agreed transition plans, schedules and SUAR process.
