SHES Technical Manager

Job Purpose
Responsible for ensuring all major projects adhere to Safety, Health, Environment, and Security (SHES) requirements by providing functional leadership, consistency, and governance across all HSE-related activities. The role will oversee procedures, best practices, resources, lessons learned, incident management, worker welfare, and ensure the elimination of incidents across all project phases.

Key Responsibilities
  1. Define and execute the SHES strategy across major projects, embedding a culture of operational excellence and risk prevention.
  2. Provide senior leadership oversight to ensure alignment, accountability, and performance across multiple EPC contractors and project teams.
  3. Lead the governance of complex incident investigations and ensure lessons learned are implemented across all functions.
  4. Drive the deployment of SHES best practices and establish a unified framework for continuous improvement.
  5. Oversee performance measurement, including leading and lagging indicators, and provide transparent reporting for executive decision-making.
  6. Represent SHES at the highest levels with senior leadership, shareholders, and external stakeholders.
  7. Drive integration and harmonization of SHES processes across concurrent mega-projects.
  8. Set key focus areas, KPIs, and communication strategies that align SHES execution with organizational and stakeholder expectations.
  9. Strengthen organizational interfaces and leadership capacity across project and corporate teams.
  10. Ensure that the highest standards of Safety, Health, Environment, and Security are implemented, monitored, and continuously improved across all project phases.
Qualifications
  • Bachelor’s degree in Science, Safety, Health, Environment, Security, or Engineering.
Experience
  • Minimum of 15 years’ experience in SHES within the Oil & Gas industry, including at least 5 years in a supervisory or leadership role.
  • Experience in senior leadership capacity with multinational or national oil & gas organizations.
  • Proven track record leading SHES management for large-scale, world-class projects across FEED and EPC phases.
Technical and Business Skills
  • Deep understanding of international SHES management systems and industry standards.
  • Experience with large operating organizations, including Operations, Projects, and Subsurface functions.
  • Excellent written and verbal communication skills in English.
  • Strong computer literacy, including MS Office and relevant technical applications.
