Senior Specialist - CAPEX Portfolio Governance & PMO

Contract Duration : 1 year extendable
Work Location : Salalah, Oman

Job Purpose: To support the effective governance, assurance, monitoring and reporting of Company's Operational CAPEX portfolio. The role strengthens portfolio visibility, data integrity, stage-gate compliance and decision support throughout the CAPEX lifecycle, from business planning and project initiation through execution, closure and benefits realization.

MUST HAVE

Bachelor’s degree in engineering, Project Management, Finance, Business Management or a related discipline.
PMP, PgMP, PMI-PMOCP or an equivalent project, programme or portfolio-management certification is preferred.
Minimum 8 years of relevant experience in project management, project controls, PMO, portfolio management or CAPEX governance
Relevant experience in oil and gas, petrochemicals, utilities or another asset-intensive industry.
Relevant experience in CAPEX portfolio governance
Relevant experience in Project lifecycle and stage-gate processes
Relevant experience in Project controls and assurance
Relevant experience in Portfolio analytics and performance reporting
Relevant experience in Business case and investment-submission review
Relevant experience in SAP CAPEX / Project System reporting
Relevant experience in Advanced Excel and Power BI

KEY ACCOUNTABILITIES

CAPEX Governance and Compliance
Maintain and improve the CAPEX governance framework, processes, templates and controls.
Monitor compliance with delegated authorities and stage-gate requirements, ensuring traceability across Business Plan approvals, budgets, SAP and portfolio reporting.

Portfolio Monitoring, Analytics and Reporting
Maintain a reliable CAPEX portfolio register and ensure data integrity, consistency and timeliness.
Analyze project progress, expenditure, schedule, risks and forecasts, and prepare decision-ready dashboards and executive reports.

Monitor approval conditions, actions and milestones, and escalate overdue matters.

Project Assurance, Closure and Benefits Realization
Support project assurance reviews covering readiness, cost, schedule, risk, governance and approval conditions.
Monitor projects through implementation, capitalization and closure, including suspended, cancelled and long-outstanding projects.

Data Management, Digitalization and Improvement
Develop Power BI dashboards, analytical tools and standardized portfolio reporting solutions.
Support workflow automation and digital PMO solutions, with clear data ownership and less manual consolidation.
