We are seeking an experienced Senior Safety Officer professional to provide HSE leadership and support throughout the lifecycle of a major Oil & Gas project, from FEED through EPC, commissioning, and start-up.
Contract Duration: 24 Months
Tentative Start Date: 1 October 2026
Working Days: 5 days per week

The successful candidate will be responsible for ensuring the effective implementation of Safety, Health, Environment and Security (HSEQ/SHE&S) procedures, plans, and processes, supporting safe project execution in line with Company objectives, regulatory requirements, and industry best practices.
The role will also provide guidance to Contractors during the FEED and EPC phases and facilitate the resolution of HSE-related issues to ensure successful delivery of project activities.
Key Responsibilities
Support project lifecycle management by identifying HSE deliverables and actions throughout FEED, EPC, commissioning, operations, and start-up phases.
Lead the development of project HSE management plans, procedures, deliverables, and HSE studies.
Provide HSE leadership and support to the Project Management Team (PMT), ensuring compliance with Company and regulatory requirements.
Advise project management on the effective implementation of the Project Safety Management System and monitor HSE performance indicators.
Lead the preparation of HSE requirements for Invitation to Tender (ITT) and participate in Contractor HSE evaluations.
Develop, review, approve, and monitor Contractor HSE systems and plans for FEED and EPC phases, including Safety Management, Emergency Response, Environmental Management, and Security Plans.
Act as a focal point between the PMT and various HSEQ functions and subject matter experts.
Define safety expectations and ensure effective implementation and verification of HSE processes at project sites.
Facilitate the sharing of safety alerts, lessons learned, best practices, and key HSE focus areas.
Review and provide oversight of incident investigations, including analysis of data, root-cause verification, and corrective action plans.
Support emergency response preparedness and ensure appropriate procedures are established and maintained.
Develop and maintain HSE statistical databases and reporting systems, analyse leading and lagging indicators, and recommend strategies for continuous improvement.
Monitor HSE and Loss Prevention activities to ensure Contractors comply with contractual requirements, applicable codes, standards, and project specifications.
Participate in HSE and Loss Prevention studies during FEED and EPC phases and ensure approved recommendations are implemented.
Work closely with multidisciplinary teams including Process, Structural, Electrical, Instrumentation, Piping, and Mechanical disciplines.
Monitor progress and delivery of HSE and Loss Prevention scopes, risk assessments, risk workshops, and associated deliverables.
Provide input into the planning and scheduling of HSE deliverables to support efficient project execution.
Chair HSE and Loss Prevention meetings where required and escalate issues that may affect project delivery.
Participate in Constructability Reviews, 3D Model Reviews, Pre-Startup Reviews, and other relevant project activities.
Drive Contractors to timely conduct and deliver safety studies, including HAZID, HAZOP, SIL, Fire & Explosion, Dispersion Modelling, FERA, and QRA studies.
Promote a strong proactive safety culture among Contractors, Subcontractors, and project stakeholders.
Ensure all activities are carried out in compliance with applicable HSE policies, procedures, regulations, and industry standards.
Qualifications
Bachelor's Degree in Science, Engineering, Safety, or a related discipline.
NEBOSH Diploma or equivalent qualification.
Experience & Technical Requirements
Minimum 10 years of overall experience, including at least 8 years of experience as an HSEQ / SHE&S professional.
Extensive Oil & Gas experience in HSEQ management of FEED and EPC projects.
Experience covering engineering, construction, commissioning, systems completion, hook-up, start-up, and project execution activities.
Experience working in both Brownfield and Greenfield environments.
Experience in at least two FEED projects executed within the last 8 years.
Proven experience implementing HSEQ systems and developing HSEQ capability from FEED through EPC, detailed engineering, procurement, construction, commissioning, and start-up.
Strong understanding of qualitative and quantitative risk assessment techniques.
Active participation in process safety studies, including HAZID, HAZOP, SIL, Fire & Explosion, Dispersion Modelling, FERA, and QRA.
Experience working with Contractors, Subcontractors, and Vendors in the Oil & Gas industry.
Proven ability to provide HSE leadership to large Contractor workforces and drive a proactive safety culture and HSE performance.
Experience participating in workers' welfare programmes.
Knowledge and experience in developing and implementing Emergency Response Procedures, particularly for H₂S-related risks.
Experience developing and maintaining Project HSE Risk Registers.
Strong organizational, communication, leadership, and supervisory skills.
Ability to collaborate and network effectively with other Safety/HSE teams and relevant Loss Prevention disciplines.
Excellent written and spoken English, with the ability to prepare procedures, reports, and technical documentation.
Good working knowledge of MS Word, Excel, and PowerPoint.
