We are currently seeking an experienced Senior Quality Engineer – Electrical & Instrumentation (E&I) to join a major oil & gas process facilities project in UAE during the procurement, construction, and commissioning phases.
This is a key role responsible for leading E&I inspection activities, ensuring hazardous area compliance, and maintaining the highest standards of quality, safety, and operational integrity across the project lifecycle.

Key Responsibilities
  • Manage and coordinate E&I inspection activities throughout procurement, construction, and commissioning phases.
  • Maintain a proactive inspection strategy to ensure compliance with IEC 60079-14 hazardous area standards.
  • Develop and maintain the project Ex-Register, ensuring successful handover to Operations and CMMS teams.
  • Coordinate and oversee Factory Acceptance Tests (FATs) and Ready for Inspection (RFI) activities.
  • Ensure inspections are completed in accordance with approved procedures, certification requirements, and as-built documentation.
  • Conduct receiving inspections for E&I equipment delivered to site.
  • Participate in mechanical completion walkdowns, punch listing, and close-out activities.
  • Monitor contractor compliance with Permit-to-Work (PTW) and Lockout/Tagout (LOTO) procedures through regular audits.
  • Ensure inspection personnel and third-party inspectors are suitably qualified and competent.
  • Attend project and construction meetings to support timely resolution of quality and safety issues.
  • Support a strong Health, Safety & Environmental culture across all project activities.
Requirements Qualifications
  • Engineering Diploma or Degree.
  • Valid CompEx certification modules: Ex01, Ex02, Ex03, Ex04 & Ex14.
Experience
  • Experience in Greenfield oil & gas construction projects.
  • Experience in a Senior Quality Engineer – E&I role.
  • Experience leading inspection teams in hazardous area inspections in accordance with IEC 60079 standards.
  • Proven experience in large-scale oil & gas construction, mechanical completion, and punch list close-out activities.
  • Commissioning experience within oil & gas facilities is advantageous.
Technical Skills
  • Strong understanding of hazardous area classification, Ex-equipment selection, and installation requirements.
  • Ability to read and interpret:
    • E&I General Arrangement drawings
    • Single line diagrams
    • Loop drawings
    • Interconnection and termination drawings
    • P&IDs
  • Experience reviewing Ex-certification documentation for technical compliance.
  • Familiarity with FAT processes, RFI systems, and inspection reporting.
  • Experience using CMS/electronic completions systems and punch list management tools.
  • Knowledge of PTW systems, including electronic permit systems such as E-vision.
  • Previous LOTO training and LV Isolation Authority experience would be beneficial.
