About the Role
We are seeking an experienced Senior Electrical & Instrumentation Engineer to serve as the Site Controller and Area Authority for major onshore construction and commissioning activities. This is a site-based role responsible for managing energy isolations, lock-out tag-out (LOTO), simultaneous operations (SIMOPs), and overall work control. The position plays a key role in ensuring safety, compliance, and efficient coordination across multidisciplinary teams in a fast-paced project environment.

We are seeking an experienced Senior Electrical & Instrumentation Engineer to serve as the Site Controller and Area Authority for major onshore construction and commissioning activities. This is a site-based role responsible for managing energy isolations, lock-out tag-out (LOTO), simultaneous operations (SIMOPs), and overall work control. The position plays a key role in ensuring safety, compliance, and efficient coordination across multidisciplinary teams in a fast-paced project environment.
Key Responsibilities
- Uphold and promote Health, Safety, Environment and Operational Integrity (HSEOI) standards across all site activities.
- Ensure full compliance with Permit to Work (PTW) and LOTO procedures.
- Verify staff competencies, ensuring all personnel are trained and capable of meeting PTW and isolation requirements.
- Develop and maintain PTW and energy isolation strategies throughout greenfield and brownfield project phases.
- Review PTW applications, ensuring accuracy in task descriptions, risk assessments, method statements, and control measures.
- Oversee contractor PTW systems and conduct regular audits.
- Ensure all construction and commissioning teams follow site isolation and LOTO procedures.
- Manage SIMOPs between multiple work groups to ensure safe and coordinated execution.
- Liaise with construction teams and Responsible Electrical Person to align work priorities and resolve emerging issues.
- Monitor and improve workflow, productivity, scheduling, and safety across site operations.
- Set standards for communication and coordination with vendors and subcontractors.
- Chair daily site PTW and Level 1 Risk Assessment meetings.
- Coordinate with isolation supervisors and REP for Level 1 de-isolations.
- Attend project meetings and proactively resolve PTW/LOTO concerns.
Education:
- Engineering Diploma or Degree in a relevant discipline.
- Strong greenfield construction experience.
- Prior experience working in hydrocarbon plant and pipeline construction.
- Experience leading a control-of-work team on major capital projects.
- Prior experience in a similar Area Authority or control-of-work leadership role is essential.
- Dynamic commissioning experience in Oil & Gas environments is desirable.
- Strong ability to read and interpret E&I, F&G, electrical single line, interconnection/termination, loop, and P&ID drawings.
- Knowledge of IEC hazardous zones and/or NEC classifications.
- Broad understanding of system construction sequencing within Oil & Gas facilities.
- Familiarity with civil/structural construction best practices.
- Experience with both paper-based PTW systems and electronic systems (e.g., e-vision).
- Proficient in Microsoft Office (Word, Excel, Outlook).
- Excellent communication, organization, and teamwork skills.
- Demonstrated commitment to safety and environmental standards.
