Ruya Lead Cost Engineer
Contract Duration: 1st January 2026 – 30rd Sep 2027
Work location: Doha
Work Schedule: 8-10 hours per day from Sunday to Thursday
 
Minimum Requirements
Qualification: Degree in Economics or Equivalent  
Minimum 15 years’ experience in similar activities for oil & gas Projects
Advanced Knowledge and experience in use of relevant computer systems (SAP, PALM system
, Excel, word, Power point and Power BI
EPC contractors’ mechanisms
Good to have experience with Total Energy/North oil company
To promote & comply with applicable safety instruction ad other Company H'SE procedures in all activities
To carryout work in compliance with Company values and policies. relevant laws and regulations, agreed Company priorities and objectives, Company standards and procedures and good industry practices
To treat all information obtained during course of the work with confidentiality
The Cost Controller may have to travel to such places especially during initial setup of cost system with Contractor.
 
Budget
To prepare for review dedicated LOP and LRBP data for the project
To prepare for review the detailed annual budget and updates in lion with various internal entities ad in agreement with the client budget standard format provided by finance
 
Closure:
To prepare the monthly closure and make sure accruals done by the package cost controllers in PALM system are in accordance with current package and overall project(s) progress


Cost reporting:
To issue a detailed internal and external monthly cost report (Trends, Areas of Concern, Budget Variance analysis,
To ensure correct and auditable records of all matters with Project expenditures, contracts, budgets, cash flows, forecasts,
etc.
To monitor invoices processing, in liaison with client accounting department to enable timely payment of invoices


Organization:
To coordinate and standardize EPC cost controllers activities across the multiple packages and locations of the project
To develop, communicate and implement procedures to ensure the efficient organization and operation of the Project budget
and cost control activities
To advise, during project setup post award, contractors on key commercial requirements (invoicing format and submission,
cost reporting etc.)
To anticipate additional requirement for cost control support during execution of the project(s)
General:
To promote cost consciousness within the entity
To ensure confidentially is being kept as per sensitive data
To liaise with internal and external auditors for cost justification
To prepare the required cost recovery related documentation processing and payment, accruals, payment claims and disputes...)
To prepare commercial close out of each contract and archive all financial documentation as per client’s guidelines
