Job title: Regulatory Support Engineer
Activities
The Job holder must perform all duties in line with Company procedures and provide necessary support to the Project Permitting function in the following tasks:
• Executing regulatory requirements for Absheron FFD in line with the Project Permitting Plan and Roadmap
• Obtaining regulatory approvals and permissions from state entities required for FEED
• Obtaining required licenses and certifications
• Coordination of activities for approval of Well Construction Dossier and Project Technical Dossier
• Coordination of activities for allocation of land for construction of CPF and pipelines corridors
• Coordination with management and Contractors working for Absheron on information for permitting documents preparation
• Coordinating regulatory relations with external key organizations/stakeholders such as SOCAR, Azerenergy, BP and others for onshore and offshore project activities as required
• Coordination of activities for execution of crossing agreements with the stakeholders
• Liaison with State Bodies for Regulatory approvals
• Participation in State supervision Authority regular and unscheduled inspections
• Any other duties may be required by the permitting function for compliance with the regulatory requirements.
Context and environment
The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The offshore subsea gas pipeline will be tied into the greenfield onshore Central Processing Facility (CPF) for Gas Condensate separation and compression. The onshore CPF facility has been designed for a capacity of 450 MMscfd of gas and 38,000 barrels per day of condensate.
The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).
Accountabilities
The Job Holder will provide required support with the interfaces with the entities including SOCAR, BP, Government authorities and ministries and other stakeholders in matters of land and seabed allocation, crossings, permitting for the early works, drilling, CPF construction, etc.
The Job Holder will be as well deeply involved in the preparation of documentation and negotiation with the third parties of the onshore crossing agreements.
Qualifications/Experience required
Minimum Education: higher education in Law, Project engineering.
Minimum Experience: 5+ years’ experience in the Oil&Gas Industry, experience dealing with the project permitting and regulatory supervision
Required Skills /Certifications:
Excellent verbal and written communication skills.
Ability to prepare office correspondence in Azerbaijani and English languages.
Strong computer skills, office programs.
Strong interpersonal and organizational skills.
Ability to work well in a team environment.
Strong time management skills.
Ability to work well under pressure.
Highly developed attention to detail.
Excellent multitasking skills.
Ability to work in a fast-paced environment.
Ability to deal effectively with confidential information.
Past experience in Oil&Gas projects.
TotalEnergies experience is an added advantage.
Language Requirements:
Fluent English and Azerbaijani language skills mandatory.
