KEY ROLE
The Quality Engineer is responsible for implementing the project Quality Management System in conformance with CLIENT’s quality management processes.
Execute the self-verification audit schedule and ensure CLIENT participation in all contractors’ internal audits.
The Quality Engineer is responsible for authoring and maintaining applicable project quality documents required to execute the quality activities.
Execute the project Specific Quality Plan within the construction activities of the project
Develop and maintain applicable project quality documents required to execute the quality Implement CLIENT's Engineering and Quality Management Guidelines
Support and facilitate implementation of Right 1st Time program
Work with project teams to establish and implement the Self-Verification and Oversight plan
Support to prepare and implement a risk-based Quality assessment plan for verifying bp and contractor conformance across a project or unit/program
Provides guidance, advice and training to project team, contractors, suppliers, inspectors and third parties as required to confirm understanding of the project Quality objectives
Identify risks in the contractors and sub-contractors which may lead to audits being required to be carried out by the project.
Confirm that statutory inspection requirements are complied with during construction of the facilities
Review and input to Inspection & Test Plans (ITP) and other relevant quality documentation for procured materials/equipment and construction contractors
Facilitate the project activities to handle contractor nonconformances, deviations and concession requests
Support and drive implementation of Non-conformance management process and system and support failure investigations and root cause analysis
Monitor and support contractor and supplier quality oversight activities (e.g., inspection, witnessing critical tests, and reviewing inspection reports) to ensure procured materials, equipment, and constructed components are verified and executed in accordance with approved ITP
Support key contractors and suppliers performance management (quality oversights; audits; Quality KPIs etc.)
Confirm that all relevant quality documentation, testing and inspection results are properly documented, complete and handed over in accordance with the information handover specification
Capture quality-related lessons for future projects via the Local and ETP Shared Learning System
Incorporate applicable quality-related lessons learned from other projects
Contribute to the project quality improvement process by the capture and assessment of non-conformances and concessions, and the implementation of the immediate containment actions arising
Provide support and input to detailed weekly and monthly Quality reports as required by project
Source required data for monitoring and reporting Key Performance Indicators (KPIs), maintain audit finding registers and non-conformance registers
Support to identify and mitigate supply chain risks
Support to prepare the quality section of RFI/RFP packages and assess responses in the supplier/contractor bid evaluation process.
Support development and implementation of quality requirements of Contracts and Purchase Orders (POQRs; Contractor Quality Sections; Quality metrics etc.)
Support to review and input to third-party inspection services including budget control, competency assurance and performance management
Provide commissioning completions, certification, handover and regulatory compliance support of work scopes including installed equipment/plant certification and handover
Any other tasks as assigned by the quality lead
BASIC SKILLS
Strong computer literate (MS programmes – words, excel, PowerPoint)
TECHNICAL QUALIFICATIONS
• Minimum bachelor’s degree in engineering discipline
• Desired QA/QC Certification from a recognised body (e.g. CSWIP or equivalent)
• Proven track record delivering required role or similar within the Oil & Gas Industry
• ISO 9001 Lead Auditor preferred
• Working knowledge of industrial Standards
EXPERIENCE
• Minimum 10 years of experience in oil & gas industry
• Minimum 8 years in Quality Assurance, Control and Audit in Oil and Gas industry, conducting external/internal quality audits to ISO 9001 requirements
• NDE Methodology Awareness (MT, PT, RT, UT) - preferred
• Holding previous roles, a Quality Advisor or Quality Engineer in major EPC contractor or Operator
• Quality management experience should include, but not be limited to, quality planning, quality oversight and verification activities, audit, definition and oversight of inspection activities, continuous improvement,
• Experience relevant to fabrication, construction and installation of offshore/onshore facilities
• Solid knowledge of international codes and standards: e.g. ASME, ASTM, BS, ISO.
