We are currently hiring a QHSE Superintendent. This position based in Kuwait onshore site-based drilling rigs.
PurposeThe QHSE Superintendent is responsible for conducting leadership visits to the worksites of his responsible rigs (maximum 4 rigs) to measure and evaluate the implementation of the Company QHSE Management System, through observations and internal auditing to identify strengths and opportunities for improvement. The QHSE Superintendent is also responsible for effectively managing workplace incidents and the rehabilitation of injured workers. In this role the QHSE Superintendent is required to work and communicate closely with the Rig-Site QHSE Officers and various levels of internal management and the Client Representatives. The primary goal of the QHSE Superintendent role is to provide training, mentoring and sound safety leadership to the respective QHSE Officers and operational teams to build a strong safety culture through support and effective communication between the field-based operations to HSE and Operations Management within the Company.

Responsibilities
- Lead visibly by example and always conduct one’s business with the highest safety standards (wearing appropriate PPE in working areas, driving responsibly, respecting others, confidentiality, honest and truthful communication always etc.).
- Coach, mentor and support the QHSE Officers under their responsibility to achieve high level of safety standards at their worksites through strong implementation and enforcement of the Company QHSE Management System, Policies and Safe Work Procedures.
- Co-ordinating and assisting in the tracking and closure of Client Inspections and Audits contained in the Client Corrective Action Register and reporting updates to the Operations Management and the Client.
- Liaison with Subcontractors, Ministry Regulators, Governing Authorities and Client Representatives relating to HSE matters.
- Attending Client / Industry Safety Awareness Campaigns, Workshops, Meetings, trainings, awards ceremonies etc.
- Providing a leading role in emergency response and incident management in the event of an incident.
- Reporting clear, concise, and accurate incident information to the QHSE Manager and Operations Management (where necessary) and maintain communication with the worksite to collect and report updates as they become available.
- Provide support for injured workers requiring off-site medical attention to ensure the proper level of care and diagnosis is provided in a timely manner and that all related WC documents are made available to the employee for insurance purposes.
- In the event of an injury incident, the QHSE Superintendent is responsible for ensuring that an incident report is generated, and the corresponding Police and Medical Report are collected and submitted to the Personnel Department along with the incident report for Workman’s Compensation Insurance purposes.
- Ensuring that “Medically Fit for Duty” is verified and reported to the concerned departments (HR and Personnel).
- Participate in / lead incident investigations ensuring that an accurate and detailed report is generated clearly detailing the incident description, immediate and root causes and identifying SMART recommended actions to prevent future incidents.
- Generate detailed Safety Alert Bulletins to share the lessons learned from incidents to submit to the QHSE Manager for final approval and distribution.
- Maintain and update the BWD Incident Tracking Portal System to ensure that quality of information contained for their specific rigs for future reference and auditing purposes.
- Work and communicate closely with the respective Drilling Superintendents of assigned rigs for related QHSE matters to improve safety performance and efficiency at the rig worksites.
- Participate in Client Worksite Inspections and Audits representing the Company for QHSE related items and issues.
- Conduct periodic Permit to Work Audits at respective rig-sites to identify opportunities for improvement (minimum once per year).
- Participate in and / or lead Internal Rig-Site QHSE Audits to measure compliance to the QHSE Management System and generate and submit formal a report of the findings and recommendations to QHSE Manager for review and distribution.
- Participate in and / or lead Camp Inspections / Audits in co-operation with the BWD Catering Department to focus on areas related to “Worker Welfare Procedures” such as building inspection, repair and maintenance, air conditioner service and maintenance, sewage / sewage treatment conditions, availability of potable water, transportation, employee grievances etc.
- Monitor and maintain updated corrective action registers for BWD Incident Investigations, KPC Investigation Recommendations and KOC Investigation Recommendations to ensure that suitable follow up is completed until all the respective corrective actions are adequately closed out at all responsible rig worksites.
- Train, monitor and evaluate newly hired QHSE Officers during their probationary period assigned to their respective rig worksite and provide timely feedback to the QHSE Manager.
- Assist and support Drilling Superintendents and Operations Management in closing out QHSE related pending items and providing the evidence to reply officially to KOC Letter Correspondence such as but not limited to KOC E&D Inspections and Audits, KOC / KPC Investigation Corrective Actions, requests for QHSE related information i.e. - incident investigations.
- Participate in / conduct Rig Move Audits and generate formal audit report for submission to QHSE Manager for review and distribution (minimum twice per year).
- Generating Safety Awareness Campaigns and / or participating and leading safety awareness campaigns (as requested or as necessary).
- Attending Client / Industry Safety Awareness Campaigns, Workshops, Meetings, trainings etc.
- Coordinating and supporting the issuance of PTW Authorization and RPE Authorization Cards to the worksite ensuring the verification of PME and required training attendance.
- Implementing API Q2 & ISO 9001 standards in the department and ensure compliance with same.
ESSENTIAL WORK ACTIVITIES
- To communicate closely with and guide QHSE Officers, Rig Supervisors, and Drilling Superintendents in matters related to QHSE Management and regulatory requirements within the State of Kuwait. Ensuring that employees at all levels understand and adhere to the Company and Client policies, procedures, and regulatory standards.
- Ensure that employees at the worksite are properly trained, knowledgeable, and competent to perform their designated roles and responsibilities safely.
- Reviewing and evaluating QHSE Officer performance and competency and providing constructive feedback to encourage improvement where necessary.
- Supporting the Internal QHSE Audit Program, PTW Audits and Rig Move Audits.
- Assessing and evaluating rig QHSE performance and developing action plans to ensure continuous improvement.
- Working and communicating closely with Operations Management to ensure that worksites are healthy, safe, and environmentally responsible. Providing employees with a healthy and safe work environment and camp accommodation.
- Coordinating the implementation of Corrective Action Plans and Incident Investigation Recommendations (BWD, KOC & KPC) and ensuring that follow up is conducted and records maintained until all pending items are suitably closed out.
Education, Skills, And Experience
- Bachelor’s degree in engineering or engineering Diploma in Science / HSE Program.
- Possess at least one of the following internationally recognized HSE Certification from a reputable professional association: NEBOSH, International Diploma in Occupational Safety & Health (iDipOSH), International Diploma in Occupational Health & Safety - Nebosh Level 6 (iDipNebosh), International
(ICertOSH), Construction Safety Professional (CSP), Associate Safety Professional (ASP), Canadian Registered
Safety Professional (CRSP), Chartered Member in Occupational Safety & Health (CMIOSH), Graduate Safety
Practitioner (GSP), Certified Emergency Paramedic (CEP), Certified Industrial Hygienist (CIH), Qualified
Equivalent Program (QEP), Contractor Safety Management (CSM), Advanced Diploma in Industrial Safety (ADIS) or equivalent.
- Internal Auditor Certification for ISO:9001, ISO:14001, or ISO: 45001.
- Incident Investigation Training Certificate from a reputable Training Institute.
- Root Cause Analysis Training Certificate from a reputable Training Institute.
- Minimum 15+ years of experience in Oil & Gas Industry as a practicing HSE professional of which minimum of 10+ years must have been worked in QHSE Superintendent /Supervisor position within Drilling and / or Workover Operations.
- Good oral and written skills in the English language is mandatory and ability to communicate in a second language such as Hindi, Urdu or Arabic is of added benefit.
- Proficient in the use of software systems such as Word, Excel, PowerPoint.
- Previous experience in an operations role at a rig-site is preferred.
- Ability to work alone with minimal supervision.
- Safety Leadership and decision-making skills are essential.
