We are currently hiring for a QHSE Manager.  This position based in Kuwait onshore site-based drilling rigs.
 
 
PurposeThe main purpose of the QHSE Manager role is to lead and oversee the development, implementation, and continuous improvement of the BWD's Quality, Health, Safety, and Environment management systems. The QHSE Manager plays a pivotal role in encouraging a culture of safety, ensuring regulatory compliance, and driving initiatives that enhance overall quality and environmental sustainability within BWD.
 
RESPONSIBILITIES
Provide strategic direction for the QHSE function, aligning objectives with organizational goals.
Lead and mentor the QHSE team to achieve high standards of performance.
Develop and maintain the Quality Management System (QMS), ensuring adherence to industry standards.
Implement quality improvement initiatives to enhance product/service quality.
Planning and development of QHSE Goals & Objectives and initiate steps to achieve them.
To demonstrate and promote safety leadership.
Developing and maintaining good working relationship with clients and government regulatory authorities.
Coordinate, advise and direct the operations department in matters involving QHSE.
Ensure all incidents have been reported according to the Burgan established procedures.
Ensure appropriate classification, recording, reporting and investigation into all incidents.
Ensure all high potential incidents are investigated using appropriate investigation techniques to identify root causes and follow up on implementation and close out of corrective actions.
Conduct the Weekly Incident Review Meeting and ensure minutes are recorded and distributed.
Determine incidents which need review at the Weekly Incident Review meeting.
Identify the need for safety alerts based on incident classification and create the same.
Oversee implementation of all HSE programs including but not limited to JSA, Permit to Work Systems, Lock out / Tag out, DROPS, Lifting Equipment, Performance Benchmarking, Rig Specific ERP etc. • Ensure implementation of the BOC program
Pick Rig Champion of the Month during the Weekly Incident Review Meeting and ensure recognition and awards are presented to the winner in a timely manner.
Complete monthly report for General Manager showing areas of high potential incidents.
Ensure implementation of new safety programs.
Ensures distribution, review and close out of all safety alerts.
Provide QHSE support while bidding for a tender.
Ensure integration of Client and Burgan Company policies and procedures through interface documents.
Planning of QHSE Internal Auditing program
Perform QHSE audits on Burgan rigs to ensure compliance with Burgan Company policies and procedures.
Conduct HSE and Quality Management Review meetings as per BMS Requirements
Responsible for establishment of specifications for all QHSE related products and services
Responsible for supplier evaluation and authorization for products and services related to    QHSE.
Ensure all third party sub-contractors hired by Burgan Company meet company HSE requirements
Representation of both management and the work force in various client and regulatory committee meetings
Develop the presentation for the Monthly Safety Review Meeting, lead the meeting and ensure minutes are recorded and distributed.
Implementing API Q2 & ISO 9001 standards in the department and ensure compliance with same.
 
ESSENTIAL WORK ACTIVITIES 
Stay updated on relevant QHSE regulations and ensure organizational compliance.
Conduct audits to assess and enhance compliance in all QHSE aspects.
Oversee the investigation and reporting of incidents, accidents, and near misses.
Implement corrective actions to prevent recurrence.
Establish and monitor key performance indicators (KPIs) for QHSE performance.
Analyze data to identify trends and areas for improvement.
Communicate QHSE policies, objectives, and updates to all levels of the organization.
Prepare and present regular reports to management on QHSE performance.
Develop and maintain emergency response plans for various scenarios.
Conduct drills and exercises to ensure preparedness for emergencies.
Conduct audits to evaluate the effectiveness of systems and procedures, identifying and assisting implementing improvements 
Manage and monitor emergency procedures, signage, PPE, etc. 
Report on BWD’s QHSE performance to the leadership team and statutory authorities as/when required.  
Create and execute project work plans and revise as appropriate to meet changing needs and requirements.  
Maintain awareness of evolving QHSE regulations and best practice and how they could be applied to the BWD’s operations. 
Responsible for management of and liaison with QHSE auditors to acquire/maintain BWD’s accreditations  
Identify Health, Safety and Environment (HSE) training needs. 
Design, deliver or arrange Health, Safety and Environment (HSE)  training and development events as required. 
Evaluate the effectiveness of Health and Safety and Environment (HSE) training interventions 
 
EDUCATION, SKILLS, AND EXPERIENCE          
Bachelor’s degree in engineering or Master of Science (M.Sc.) Degree from a recognized and reputed university.
Must possess at least one of the following internationally recognized HSE qualification by a reputable professional association: NEBOSH, iDipOSH, iDipNEBOSH, iEnvDipNEBOSH, ICertOSH, CSP, ASP, CRSP, CMIOSH, GSP, CEP, CIH, QEP, CSM, Advanced Diploma in Industrial Safety (ADIS) or equivalent.
3- Must possess at least one of the following HSE certifications (certified courses) in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, ASSE Certificate in Global Safety Management or equivalent courses.
Must have minimum 15 years’ experience as HSE personnel, which includes minimum five (5) years’ experience in Oil and Gas or Petrochemical Industries. 
Professional certifications in QHSE (e.g., Certified Safety Professional, ISO Lead Auditor) are preferred.
Proven experience in a QHSE management role within the drilling industry.
Track record of successfully implementing and managing QHSE programs in drilling operations.
Experience in driving a culture of safety and quality within a drilling company.
In-depth knowledge of relevant QHSE regulations specific to drilling operations.
Experience in dealing with regulatory agencies and ensuring compliance in the drilling industry.
Strong leadership and managerial skills with a focus on the unique challenges of drilling operations.
Excellent communication and interpersonal skills to effectively engage with drilling personnel and stakeholders.
Analytical skills for data interpretation and problem-solving specific to drilling activities.
Familiarity with continuous improvement methodologies applied to drilling processes.
Demonstrated commitment to staying updated on industry best practices and driving continuous improvement initiatives specific to drilling operations.
