QA/QC Manager

Location: Project / Yard / Offshore

We are currently seeking an experienced QA/QC Manager to lead all quality-related activities on a major oil & gas project. This is a senior leadership role responsible for developing, implementing, and maintaining the Quality Management System (QMS) across engineering, procurement, construction, installation, and commissioning phases.
The successful candidate will ensure full compliance with contractual, regulatory, and international standards while driving a culture of continuous improvement and right-first-time delivery.

Key Responsibilities Quality Management System (QMS)
  • Develop, implement, and maintain the Project Quality Plan (PQP) and QMS in line with ISO 9001, API, ASME, and client requirements
  • Ensure effective application of quality processes across all EPC/EPCIC phases
  • Plan and coordinate internal and external audits, including certification and surveillance audits
Quality Assurance
  • Ensure all project activities comply with company policies, client specifications, and international standards
  • Review and approve contractor and supplier quality documentation (ITPs, WPS/PQR, NDT procedures, FAT/SAT plans)
  • Manage NCR, CAR, and PAR systems, ensuring effective tracking and close-out
Quality Control
  • Oversee inspection and testing activities across structural, piping, mechanical, E&I, coating, and installation scopes
  • Coordinate third-party inspections, vendor surveillance, and site QA/QC teams across fabrication yards, offshore facilities, and subsea scopes
  • Ensure calibration and certification of inspection and measuring equipment
Offshore & Onshore Execution
  • Ensure QA/QC coverage during offshore phases including load-out, transportation, installation, hook-up, commissioning, and start-up
  • Manage QA/QC activities within fabrication yards, including welding, coating, and assembly inspections
  • Implement preservation and pre-commissioning quality control procedures
Documentation & Reporting
  • Produce regular QA/QC reports, quality KPIs, and status updates for project and client stakeholders
  • Ensure full traceability, accurate filing, and handover of quality documentation, including Manufacturing Record Books (MRBs)
Leadership & Stakeholder Management
  • Lead and mentor QA/QC teams across multiple sites and disciplines
  • Interface with client representatives, certification bodies, and regulatory authorities
  • Drive continuous improvement initiatives to enhance quality performance and reduce rework
Project Lifecycle Involvement
  • Engineering: Develop PQP, approve procedures and ITPs, review vendor quality requirements
  • Procurement: Vendor prequalification, surveillance, and FAT/SAT coordination
  • Construction (Onshore): Implement QMS at fabrication yard, oversee welding/coating inspections, manage NCR/CAR closure, lead audits
  • Installation (Offshore): Oversee load-out, installation QA/QC, welding/NDT, coating inspections, and punch list management
  • Commissioning & Handover: Pre-commissioning checks, MRB/dossier compilation, final reporting and KPI review
Skills & Experience Required
  • Strong leadership and team management capability across multi-site projects
  • Excellent communication and stakeholder engagement skills
  • Strong analytical and problem-solving mindset
  • High attention to detail with a commitment to quality and compliance
  • Experience working in both offshore and onshore environments within complex projects
Minimum Qualifications
  • Bachelor’s Degree in Engineering (or related discipline)
  • Post-graduate experience in QA/QC within oil & gas or major energy projects
  • Excellent written and spoken English, with strong reporting and documentation skills
