PSCM Category Lead - Projects

We have a current opportunity for a Procurement Lead for the Projects Category on a contract basis with an energy sector major. The position will be based in Surrey, UK for an initial 12 month contract, with the possibility of extension. Hybrid working is available with 3 days per week in the office. Occasional international travel may be required. 

The Procurement Lead for Projects Procurement Category is accountable for coordinating procurement delivery for engineering, construction, and engineered equipment. The role will support interfaces between in-country teams and remote category teams to ensure alignment with business priorities and compliance with procurement procedures and contract governance.

Key responsibilities include:
  • Developing and implementing the Projects Procurement Category strategy, maximizing the value of third-party spend, managing risks, driving innovation, and adding value to projects.
  • Establishing the state of existing contracting and procurement practices, including systems, processes, and resources that support efficient sourcing of goods and services.
  • Supporting category delivery of contract strategies, end-to-end sourcing and contracting, socializing governance approvals, and ensuring contracts are compliant with established standards.
  • Delivering value through effective sourcing activities in line with procedures, budgets, laws, and regulations.
  • Supporting the development of the Contracts and Procurement Plan (CPP) with demand data for assigned sub-categories.
  • Conducting due diligence processes and securing approvals.
  • Leading sourcing activities, including bid package development, proposal evaluation, analysis of results, and award recommendations.
  • Conducting and supporting contract negotiations to deliver value and mitigate risk.
  • Executing post-award contract management, including query resolution, invoice approvals, supplier change requests, and contract renewals.
  • Supporting supplier performance management, including KPI tracking and performance review meetings.
  • Ensuring local content obligations are incorporated into procurement decisions where required.
  • Executing compliance activities, including audits and audit resolution.
  • Working closely with technical and project management stakeholders to ensure safe, compliant, and timely delivery of goods and services.
  • Acting as a point of contact for suppliers and supporting category teams in understanding the local market.
  • Advocating for opportunities to partner, collaborate, and strengthen relationships with contractors and suppliers.
  • Promoting compliance culture and safety in procurement practices.
  • Providing advice and oversight on supplier performance management and category operations.
  • Leading sourcing initiatives including RFPs, negotiations, and contract awards.
  • Supporting audits, cost recovery, and compliance activities.
Requirements:
  • University degree in Procurement, Engineering, Business, or a related discipline. Professional procurement certification (e.g., CIPS or equivalent) is preferred.
  • Demonstrated experience in Projects Procurement, ideally related to oil and gas services with large capital or onshore scopes.
  • Knowledge of contracting, supplier management, and project execution processes.
  • Proven ability to collaborate across multiple disciplines, cultures, and geographies.
  • Strong commercial mindset, negotiation skills, and ability to manage complex contracts.
  • Business acumen with a track record of unlocking value and delivering innovative procurement solutions.
  • Experience in the oil and gas sector is strongly preferred.
  • Understanding of regional regulatory requirements, planning/execution processes, and approvals.
  • Excellent communication skills with the ability to build trust-based relationships and influence at senior levels.
  • Ability to work under pressure, prioritize, and align multiple stakeholders.
  • Experience leading teams in complex, multi-stakeholder, and multicultural environments.
