Our client in Dubai have a requirement for a Pipeline No Objection Certificate (NOC) Team Lead. This is a permanent role.

The job holder will lead a team of NOC Engineers and Designers in conducting technical reviews of NOC applications in Dubai's hydrocarbon pipeline NOC zone in order to prevent 3rd party damage to the hydrocarbon pipeline. Will act as a single point of contact to support project engineers to obtain NOC from other authorities / utilities.

We are looking for a candidate with ideally a Mechanical or Civil Engineering degree, and a background/experience in Pipeline Corridor Protection Systems, Geographic Information Systems (GIS), No Objection Certificates (NOC), People management, and Health & Safety. Experience with AUTOCAD is also required.

Key Result Areas (Key Accountabilities)

Safety and Emergency

1. Carry out activities in accordance to Health, Safety and Environment (HSE) Procedures.

Pipeline Corridor Protection Systems

1. Design pipeline corridor protection systems such as fences, berms, warning signs, crash protection and road and desert crossings.

2. Review the maps of pipeline fence damage, identify and design additional crossings as per the Company standard crossing design where required.

3. Coordinate with Pipeline Owners to ensure standard approach to design and installation of Pipeline Warning Signs.

4. Ensure pipeline slab protection is used where the pipeline is not fenced and where 3rd party activities have the potential to carry the risk of pipeline damage.

5. Identify pipelines that may require pipeline rehabilitation due to new roads and bridges and consult with Senior Pipeline Engineer.

6. Coordinate and conduct periodic pipeline corridor visits with Pipeline Patrolling Staff.

7. Prepare Scopes of Work and Bill of Quantities for future pipeline corridor protection systems and related project work.

Pipeline Information

1. Responsible to ensure all Pipeline Owners Pipeline data are maintained on the Company Geographic Information Systems (GIS).

No Objection Certificates (NOC's)

1. Work with electronic or manual NOC process in order to organise internal or external NOC application reviews for works that affect the hydrocarbon pipelines and pipeline corridors within the Emirate of Dubai in order to ensure their safety and prepare recommended responses to NOC applications.

2. Conduct and / or coordinate technical evaluations, clarification or problem solving meetings with consultants and contractors.

3. Liaise with Pipeline Operation Staff and assist where required with the inspection and problem solving of NOC construction work.

4. Consult Pipeline Technical Authority, Senior Pipeline Engineer and/or Technical Safety Engineer to review and provide feedback on Non-standard or complex NOC's.

Pipeline Owner Groups and Coordination:

1. Organise the Quarterly Pipeline Owners Group meetings; this includes setting quarterly dates, organising venues and agendas, ensuring that invitations are sent in a timely manner, formally documenting minutes of meetings and following up to ensure actions are completed.

2. Chair NOC Working Group meetings; this includes setting quarterly dates, organising venues and agendas, ensuring that invitations are sent in a timely manner, formally documenting minutes of meetings and following up to ensure actions are completed.

3. Develop and share a "Pipeline Owners Contact List" for all Pipeline Owners in Dubai that includes contact names, telephone numbers and emails of pipeline operations, maintenance, engineering, NOC, Rights-of-way (ROW), HSE and Emergency contacts.

4. Coordinate and lead NOC related problems with other authorities, consultants and contractors in coordination with other affected Pipeline Owners with a view to the resolution of problems to the satisfaction if all parties.

5. Work with other Pipeline Owners and agree a matrix which identifies work activities that can be managed directly by the initiating Pipeline Owner under their Permit to Work system thus avoiding NOC's between the Group.

6. Regularly review and update when required DUSUP NOC information published on RTA Electronic NOC (eNOC) internet page.

7. Provide input to monthly Management Board Report.

People Management:

1. Supervise NOC Engineers, Document Controller and Design Team.

Knowledge, Skills, Experience and Job Related Competencies

- Mechanical or Civil Engineering Degree, or other Engineering Degree with applicable experience.

- Strong experience in the areas indicated in the Key Result Areas.

- Experience in GIS.

- Working knowledge of NOC system either manual or electronic.

- Capable of working with a wide range of outside agencies.

- Experience in AUTOCAD.

- UAE driving license is required.
