Job title: Onshore package HSE Lead
Situation in organization
Reports to: Onshore package Manager (Hierarchical) and Project HSE Manager (Functional)
Job dimensions
The HSE Lead is responsible for managing Health, Safety & Environment of the Onshore package of Project.
• Responsible for Health, Safety & Environment of the Onshore package of Project.
• Quantity of HSE staff in the overall package team: 6 -7
Activities
The HSE Lead is in charge of implementing the HSE Management System for the overall Onshore package, and to monitor that the HSE values and requirements are understood and complied with.
With the support of the Project HSE Manager, he/she will advise and assist the Onshore Package Management in the management and control of HSE. He/She will also support and guide the Package team, including site personnel, in HSE matters.
Main activities are:
Leadership
• Supports the Package Team by providing advice and guidance on all HSE matters.
• Promotes the Project HSE policies and plans (including the Safety Culture program) at the Package level and on the worksites through:
- Frequent talks and presentations,
- Deployment of HSE tools on Company assets, i.e., Program “0 Fatality” (Safety Green Light, Life Saving Checks, Joint Safety Tour), Stop Card, Safety and Sustainability Moments, World Day for Safety commemoration, ...
- Similar programs and tools to be deployed by the Contractors on their own worksites.
Compliance
• Assists the HSE Manager in defining the HSE Policy and Project HSE Management System in accordance with laws and regulations in force.
• Develop the Onshore package specific processes and procedures part of the Project HSE Management System.
• Implements the Project HSE Management System on all the Onshore package.
• Ensures all Package Contractors and their Subcontractors implements their own HSE management System in line with Company requirements.
• Ensures that all Onshore Package subcontractors are compliant with ESIA commitments.
Risk Management
• Reviews all Package specific procedures, method statements and related risk assessments issued by the different Contractors.
• Conducts and participates in regular meetings with the package team and Contractors’ representatives to discuss and agree on safety standards, discuss concerns, and assess potential hazards.
• Participates in safety in design studies (HAZOP, HAZID, TRA, etc.) and Project reviews related to Onshore package and monitors the implementation of agreed measures/actions.
• Assists the HSE Officer(s) and Company Site Representatives in the implementation of risk (including environmental) assessment methodologies (e.g. JRA, HIRA, etc.).
• Ensures that risk assessments (including those prepared by Contractors) are reviewed, actions are followed up and closed, mitigations measures are implemented.
Health and Environment
• Ensures that for all worksites of the Onshore package, occupational health hazards are identified and makes sure that adequate medical services are defined and implemented, including for MEDEVAC and repatriation of personnel.
• Ensures that adequate PPE and driving policies are implemented by Package Team and Contractors.
• Implements Company plans and procedures for environmental, waste and hazardous substances management. Ensures similar process is implemented by Contractors and Subcontractors.
Contractor and Suppliers
• Performs HSE evaluation of the different Package tenders.
• Monitor that the Contractors’ HSE Management Systems, performances and activities are in compliance with the requirements of the contracts.
• Reviews bridging documents when required and ensures they are validated by all parties.
• Participates in meetings and workshops for the preparation of construction, transportation, installation, and commissioning activities conducted by Contractors to ensure compliance with Project and site HSE requirements.
Competency and Training
• Sets up and leads HSE induction and orientation program for all Package team.
• Implements Project HSE training plan for all Package team.
• Ensures adequate training plan is implemented by Contractors, in line with Company HSE training requirements.
Emergency Preparedness
• Sets up, tests, and continually updates the Package Emergency Response Plan.
• Ensures that Contractors Emergency Response, Crisis Management and Contingency Plans are developed, implemented, continually updated and regularly tested, in line with contracts requirements.
Incident Analysis
• Ensure that the reporting and analysis of incidents is performed as required.
• Takes part in / supervises incident, accident and high potential near-miss investigations and analysis.
• Contributes to the affiliate reporting system, and/or sets up and operates a Project system for reporting and analyzing anomalies, incidents and accidents.
Audits and Inspections
• Leads regular site visits, inspections, and audits to monitor HSE performance.
• Provides audit/inspection reports and ensures implementation of required corrective actions.
Performance Improvement
• Organizes Package HSE Committee, participates to Project HSE Committee
• Establishes and provides HSE KPI, actions follow-up and performance reports.
• Ensures provision of the HSE plan and undertaking of HSE audits.
Context and environment
The position is located in Baku Azerbaijan, frequent travels will be required during the first 1,5 years to Asia (China or Corea) where the EPSCC Contractor main office is based during the detailed engineering and procurement phase.
Prefabrication is also located in Asia.
EPSCC contractor scope consists of:
New gas treatment plant (CPF) with 450 MMSCFD capacity, including process area (dew pointing, compression, condensate treatment etc); utilities and buildings area, permanent accommodation camp
New onshore pipelines (import + 3 export+ MEG) with multiple crossings with 3rd parties
Telecom and ICSS integration to 3rd parties, EPS existing platform and CPF
During the life of the Project, the HSE Lead liaises closely with:
Engineering team
Project HSE Manager
Contractors and Suppliers involved in the Project
Third parties and authorities.
Accountabilities
The main focus of the role is to ensure HSE risks are properly evaluated and controlled by the Package team and its Contractors, from the design up to the construction and operation/maintenance phases.
Qualifications/Experience required
• Education: engineer with minimum 7 years working experience in Oil & Gas industry projects.
• Understanding of development, design and construction activities.
• Experience with SIMOPS activities.
• Good understanding of HSE policies and strategies, HSE Management Systems and Risks & Legal Framework
• Experience reviewing and commenting on Contractor design / construction phase HSE plans and related documents.
• Good knowledge of qualitative and quantitative risk assessments techniques.
• Good knowledge of HSE legislation and international standards, including IOGP standards, ISO, etc, and Company referential framework (Rules, Specifications, Guides).
• Ability to proactively drive positive change.
• Be a Role model to establish effective team working.
• Autonomy and previous experience in working transversally.
• Highly proficient in spoken and written English. Spoken Azeri is a plus.
