Transverse coordination with PCM group all aspects of contract, procurement, planning, cost. Coordination of 3 to 5 different contracts (main EPSCC + others local in country)
Activities
• Assist in management of all personnel related elements of the package in particular the mob/demob of personnel, the MPP, the TAS contracts in close coordination with Project Control Manager and PCM group.
• Assist in preparation of Projects specific procedures up‐to‐date and in line with CPY referential to cover the co‐ordination and control of Projects Services & Controls activities. Ensure the application of these procedures within the onshore package.
• Ensure deployment of strict cost / planning / DCC / Contract management systems and tools.
• Participate in preparation and review of the project budget at package perimeter and successive revisions (including LTP) and oversee the constant monitoring of project costs to record current status at the onshore package perimeter.
• Coordinate and optimize planning and progress controls activities associated with the establishment and management of all Projects Schedules and individual contract Work Time Schedules with the package perimeter.
• Ensure post award contract administration throughout the execution to contract close‐out. Follow-up the potential change in terms of contract variation associated with their cost and schedule impacts. Proper logging and anticipation of variation orders/requests/instruction and timely responses on them.
• Ensure follow-up and verification of the contractor invoicing and validation of the contractor progress.
• Follow-up on contractor risk register, organize regular reviews of risk with the contractor, follow-up actions related to risk management.
• Ensure reporting of the onshore package with appropriate content and quality of information and liaise, as required with other project packages and functions.
• Coordinate the document control discipline on the package including the MDR follow-up and the time for documentation review Contribute to the Project review and internal audit
• Capture lessons learned and share feedback with other Company entities to improve future projects.
HSE responsibilities:

• Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
• Know responsibilities to environmental issues in the work areas

• Follow HSE instructions given by Managers and supervisory personnel
• Assure of the safety of his work site before commencing work

• Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
• Use tools, equipment and their safeguards correctly
• Use the provided means of personal protection correctly
• Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
• Report any anomaly, abnormal conditions and near miss to supervisor
• Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
• Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
Context and environment
The final facilities will be located in Azerbaijan, 70 km from Baku in industrial area with neighboring cities. EPSCC contractor will be located during Detailed Engineering and Procurement phase in Asia (China or Korea).
Onshore package consists of:
- New gas treatment plant (CPF) with 450 MMSCFD capacity, including process area (dew pointing, compression, condensate treatment etc); utilities and buildings area, permanent accommodation camp
- New onshore pipelines (import + 3 export+ MEG) with multiple crossings
- EPS brownfield modifications and integration
- Tie-ins to 3rd party facilities (water station and pipeline; electrical substation)
Accountabilities
The Job holder shall perform, supervise, coordinate and control all necessary Projects Control activities Within onshore package perimeter (contracts, schedule, budget, documentation, reporting), to ensure that they are performed in accordance with the Company Rules, OT/TL/PJC Guidelines and Procedures using the best working practices and that any deviation to internal and external commitments are immediately reported.
Qualifications/Experience required
• Professional Experience (years): 15+ in major oil and gas projects
• Experience in similar position (years): 10+ at same or equivalent position
• Broad experience with EPC contractors, sub-contractors, vendors, or service companies in O&G industry,
• Extensive experience in contract management, negotiations.
• Strong Knowledge in project cost and planning administration/control and Change Management.
• Very good communications skills
• Level / Diploma: Engineer, or equivalent
• Experience with Chinese contractors is beneficial
• Languages: Fluent English mandatory
• The role involves periodic visits to contractors' premises
