Job title: Onshore HSE Advisor

Job dimensions

This position is starting from the Full Field Development (FFD) FEED phase sanction until the completion of the Development phase including Project close-out.
The project management team and project control team will be based in Baku and the package teams will primarily be based in engineering and site locations during the FEED phase and subject to missions to Project locations as necessary.
The job holder is accountable for demonstrating an exemplary behavior with regard to corporate HSSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility.

Activities

• To ensure adequate and timely reporting to the HSE Project Manager
• To carry out onshore site visits, Management Walk rounds
• To participate in the HSE audits and inspections for the project needs
• To participate in project and HSE meetings with Contractor/Subcontractors
• To participate in HSE recognition program on project sites
• To review in a timely manner the HSE Project documentation submitted by Contractor in PRODOM
• To participate in established HSE interface meetings with Contractor and subcontractor
• To coordinate HSE project deliverables of the Contractor, following established planning
• To support the project team with emergency response capability related to HSE
• Delivery of safety culture deployment program on the project.
• To keep track of changes related to Safety Culture, in regulations and standards and inform the project on their impact on the Project HSE management system
• Liaise with various Project disciplines to have seamless HSE approach
• To ensure confidentiality of all the HSE documentation produced (whatever its support)
• To gather ‘lessons learnt’ and provide feedback as required
• To ensure that actions from Safety Leadership (external and internal) are implemented and completed
• Provision of daily summary report, weekly report input and monthly report inputs to line manager
• Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor

HSE Responsibilities

• Demonstrate visible leadership in all HSE aspects across the organization
• Comply with the expectations described within the HSE Management System
• Assisting in implementation of common ownership of HSE by the leadership
• Demonstration of leadership in organization and supporting corporate HSE events
• Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work

Accountabilities

• The job holders must possess strong experience in HSE Management in Oil and Gas project.
• To provide leadership, advice and guidance on health, safety, and environmental issues
• To contribute to the tendering process during FEED and EPC phase, exhibits preparation and participate in technical clarifications phase
• To ensure that HSE requirement are well incorporated in the Contracts exhibits
• To lead, advise support and develop the Construction HSE Team
• To ensure that culture of risk management is implemented in all activities
• To ensure that all incidents are reported and investigated at a level commensurate with Company guidelines
• Develop, implement and manage key performance indicators (KPIs) for each area of responsibility.
• Ensure KPIs are met by working to the overall plan, including management of, and reporting.
• Report on achievement of targets and identify any actions required.

Qualifications/Experience required

 Level / Diploma: minimum BA degree in HSE Management or Engineering
 Minimum 5-7 years’ experience in HSE management with a minimum of 5 years in Oil & Gas projects - International Experience recommended.
 NEBOSH Diploma qualification is required.
 Fluent in English and Azerbaijani languages.
