Activities
• The job holder is responsible for the operational management, readiness and performance of the Logistics Base supporting TEPAb's Absheron FFD and multi-year drilling campaign.
• Manage day-to-day Base operations and ensure adequate facilities, manpower, equipment and capacity to support offshore and drilling requirements.
• Plan and coordinate the movement, handling, storage and delivery of drilling equipment, tubulars, consumables, chemicals, bulk materials, spare parts and other cargo.
• Coordinate logistics requirements with Drilling, Marine, Supply Chain, Procurement, Materials, Aviation, Projects and offshore teams.
• Manage warehouse, yard, pipe-yard and jetty operations, including vessel scheduling, berthing, loading/unloading and cargo transfer.
• Ensure timely logistics support for drilling activities, including mobilisation/demobilisation and critical material supply.
• Manage Base contractors and subcontractors, monitor performance, KPIs, costs and resource availability, and address operational deficiencies.
• Monitor logistics performance, identify constraints and implement measures to improve efficiency, reliability and cost effectiveness.
• Maintain operational readiness and contingency arrangements for critical activities and changes to the drilling programme.
• Provide operational input to logistics tenders, contracts, budgets and contractor evaluations and maintain effective reporting and stakeholder coordination.
• Monitor operational and safety performance indicators and provide regular reporting to Logistics management.
HSE Responsibilities
• Ensure Base activities comply with applicable TEPAb/TotalEnergies HSE requirements, risk controls and Control of Work/Permit to Work processes.
• Promote HSE culture and exemplary behaviour and maintain appropriate emergency preparedness.
• Monitor contractor HSE performance and participate in relevant incidents, inspections and audits.
• Exercise authority to suspend activities where an actual or potential threat to personnel, installation, cargo or the environment exists.
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor
Context and environment
The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. Absheron Early Production Scheme (EPS) is an early development phase started first gas production July -2023. The FFD project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).
Accountabilities
DRILLING & BASE OPERATIONS
• Maintain Base readiness and logistics capacity in line with the drilling programme.
• Coordinate cargo forecasts, material availability, mobilisation/demobilisation and critical logistics activities.
• Identify and resolve constraints that could impact offshore operations.
CARGO & FACILITIES
• Manage receipt, handling, storage, preservation and dispatch of materials and equipment.
• Optimise warehouse, yard, pipe-yard and jetty capacity and utilisation.
MARINE INTERFACE
• Manage supply-vessel and jetty operations and optimise vessel turnaround.
• Coordinate marine operational constraints with Marine Operations.
CONTRACTOR & PERFORMANCE MANAGEMENT
• Manage contractor performance against contractual KPIs/SLAs.
• Monitor cargo throughput, vessel turnaround, material availability, capacity, costs and logistics delays.
• Drive efficiency, cost optimisation and continuous improvement.
STAKEHOLDER MANAGEMENT
• Maintain effective interfaces with Drilling, Marine, Supply Chain, Procurement, Materials, Aviation, Projects and offshore operations.
• Represent the Base in operational planning and performance meetings and ensure timely escalation and resolution of issues.
Qualifications/Experience required
• Education: University degree or equivalent qualification in Engineering or a related discipline.
• Minimum 10 years of relevant HSE experience, preferably including Oil & Gas.
• Experience with lifting and material-handling safety and understanding of lifting operations.
• Experience with traffic management and vehicle safety in operational / industrial environments.
• Experience with Permit to Work, Control of Work, risk assessment and contractor management.
• Experience in incident investigation, root-cause analysis and corrective action management.
• Strong analytical, communication, interpersonal and presentation skills.
• Autonomous, accountable, organized and results-oriented, with strong problem-solving capability.
• Ability to manage multiple operational priorities and work effectively in a dynamic logistics environment.
• Fluent English; Azerbaijani language is an advantage / as required for effective site communication.
• Adequate IT skills, including MS Office and relevant reporting / action-tracking systems.
