Job title: Lead Civil Engineer
Job dimensions
This position is starting from the EARLY-WORK-NTP phase sanction with the possibility to continue to the EPSCC phase until the completion of the Development phase including Project close-out.
The job holder will coordinate the construction activities within the CPF facility during the Early works and during the main construction phase. This includes overseeing:
• High Voltage Overhead Line relocation, including installation/construction of new 110kV pylons.
• Road access and Site Early work.
• Site CPF and BVS Civil work activities.
• TSF and TCF land preparation.
• Onshore Pipeline construction.
Activities
Lead Civil Engineer, Main Responsibilities:
1. Engineering Leadership & Technical Governance
Lead the civil engineering discipline throughout all project phases, from detailed Engineering to construction.
Ensure all engineering deliverables (designs, calculations, drawings, specifications, and technical reports) meet project requirements, industry codes, TotalEnergies standards (when applicable), and Azerbaijan regulatory frameworks.
Provide expert technical guidance on structural, geotechnical, earthworks, foundations, drainage, and other civil engineering areas.
Review and validate engineering documents prepared by contractors, ensuring consistency, constructability, and technical integrity.
Serve as the technical authority for civil works, resolving complex engineering issues and driving best practices.
2. Design Coordination & Interface Management
Coordinate with multidisciplinary engineering teams (mechanical, electrical, instrumentation, pipelines, etc.) to ensure proper integration of civil designs.
Manage interfaces between engineering, procurement, construction teams.
Conduct systematic constructability reviews and contribute to method statements and construction work packs.
Ensure timely clarification responses (RFIs, technical queries) to support uninterrupted site progress.
3. Project Planning, Control & Documentation
Develop and maintain the civil engineering design schedule, ensuring alignment with project milestones.
Define and control the technical scope of civil works, monitoring changes and supporting the management of technical deviations.
Provide input to procurement activities, including technical evaluations, vendor document reviews, and material specifications.
Ensure all documentation is completed, approved, and archived according to project execution procedures.
4. Risk, Quality & Compliance Management
Identify engineering risks early, including geotechnical, seismic, soil stability, drainage, and regulatory risks and propose mitigation measures.
Ensure civil engineering designs comply with:
• Azerbaijan laws, regulations, and construction codes
• International standards (ISO, EN, API, ACI, Eurocodes) as applicable
• TotalEnergies specific standards
Support HSE reviews, hazard identification (HAZID), and risk assessments related to civil works.
Implement quality assurance measures across all engineering deliverables.
5. Construction & Field Engineering Support
Provide technical support to construction teams, resolving design-related issues during site execution.
Participate in field inspections, verification of works, and approval of construction deviations where justified.
Support the supervisor and site management in interpreting drawings, specifications, and design criteria.
Ensure engineering decisions facilitate safe, cost-effective, and high-quality construction.
6. Stakeholder Engagement & Communication
Coordinate with authorities, contractors, and subcontractors on civil engineering matters.
Participate in project meetings (internal, external, and site-based) to present progress, risks, and proposed solutions.
Facilitate smooth communication between engineering and construction disciplines.
HSE Responsibilities
• Comply with the Activities described within the HSE Management System
• Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
• Know responsibilities to environmental issues in the work areas
• Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the
• performance of his own task
As such the duties and areas of authority are:
• Follow HSE instructions given by Managers and supervisory personnel
• Assure of the safety of his work site before commencing work
• Take the necessary measures to avert the immediate threat of danger
• Exercise such caution as is necessary to avoid danger to people and installations or to avoid pollution
• Use tools, equipment and their safeguards correctly
• Use the provided means of personal protection correctly
• Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
• Report any anomaly, abnormal conditions and near miss to supervisor
• Participate actively in HSE meetings, safety talks, toolboxes, training sessions and drills
• Co-operate actively in the execution of the HSE plans
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
Accountabilities
The job holders must possess strong experience in Cicil Engineering and shall perform all duties in line with Company procedures.
Qualifications/Experience required
Minimum Education: Engineer/ Master Civil Engineering degree or other relevant and recognized qualification.
Minimum Experience: 5+ years proven experience in major Civil project, Onshore large project.
• Civil work background is key.
Required Skills /Certifications:
• Proven Civil work project developments knowledge and experience.
• Ability to coordinate the Onshore construction phase (Civil, excavation, roads, drainage, pavements, carparks, stormwater, Structure and ME&I).
• Eye for detail, quality assurance and analytical working are paramount for this key role.
• Requires team spirit with ability to work closely with various stakeholders including diverse international teams, vendors & subs, affiliates, HQ, etc.
• Must have at least five (5) years of experience in a similar position.
• Azerbaijani and English language skills will assist performance.
Localization: Baku office and CPF site.
