Position Overview
Orion Group is seeking an experienced and highly motivated HEOR Strategy Associate Director to join our pharmaceutical client’s Eye Care organization. This role will lead Health Economics and Outcomes Research (HEOR) strategy and execution in support of a priority gene therapy launch asset for neovascular age-related macular degeneration (nAMD).

The Associate Director will be responsible for driving HEOR strategy, overseeing the execution of complex research programs, and generating real-world evidence and economic insights to support the product’s value proposition and market access strategy. This position requires strong leadership, strategic thinking, and cross-functional collaboration skills to successfully deliver high-impact HEOR initiatives with minimal oversight.

Key Responsibilities

HEOR Strategy & Project Leadership
  • Lead the development and execution of HEOR strategy aligned to asset objectives and metric teams, supporting progression through governance milestones
  • Drive timely delivery of robust, innovative HEOR research across all HEOR pillars
  • Partner cross-functionally with Clinical Development, Medical Affairs, Market Access, Regulatory, and Commercial teams to ensure alignment and buy-in
  • Manage asset-specific HEOR budgets, ensuring projects are delivered on time and within scope
  • Communicate HEOR insights, study outcomes, and strategic implications to internal and external stakeholders
  • Monitor project progress, proactively identify risks, and implement mitigation strategies with minimal oversight
  • Ensure all HEOR activities comply with internal standards, external regulations, and scientific best practices
Real-World Evidence Generation
  • Design and execute retrospective observational studies using real-world registry data to characterize disease burden and unmet needs in neovascular AMD
  • Design and conduct external control and matched cohort studies using clinical trial and real-world data
  • Collaborate with internal partners and external vendors to generate innovative evidence supporting US and global market access strategies
  • Leverage existing data sources to develop robust, decision-impacting evidence packages
Economic Modeling & Value Evidence
  • Support the ideation and development of economic models, including cost-effectiveness and budget impact models
  • Generate and validate key data inputs to inform economic modeling assumptions
  • Partner with internal stakeholders and external research organizations to develop a comprehensive economic strategy
  • Effectively communicate economic model structure, assumptions, and results to clinical, market access, and HEOR audiences
Required Skills & Competencies
  • Project Management: Proven ability to independently lead complex HEOR programs, manage timelines, and coordinate cross-functional teams
  • Analytical Expertise: Strong experience with real-world data analysis and health economic methodologies
  • Strategic Thinking: Ability to translate scientific evidence into insights that inform business and market access decisions
  • Communication: Excellent written and verbal communication skills; able to clearly present complex data to diverse audiences
  • Scientific Expertise: Deep understanding of HEOR principles; Eye Care therapeutic area knowledge preferred
Education & Experience
  • Master’s degree or Fellowship in Health Economics, Outcomes Research, or related discipline required
  • PhD strongly preferred
  • 3–7 years of HEOR experience with demonstrated high performance in the pharmaceutical industry, CRO, academia, or health-related consulting
  • Demonstrated expertise in at least two core HEOR disciplines (e.g., epidemiology, biostatistics, PROs, health services research, economics)
  • Proven ability to lead HEOR projects from study conception through publication and application with minimal oversight
  • Experience presenting scientific programs and data to cross-functional teams and external scientific audiences
  • Experience in Eye Care highly desirable
