Position Title: ISBL & OSBL Supervisor
Service Location: Sohar, Oman
Service Status: Resident (5 days per week)
Resident: Sohar, Oman
Duration: 12 months (renewable)
The service holder’s overall responsibility is:
HSES
Be a safety leader and spread the safety culture and messages to all parties involved in the Project, also by using his Stop Work authority as required.
Ensure that corporate and local Health, Safety, Security, and Environmental policies and regulations are applied to project activities.
To support the deployment and application of HSE principles and rules as a core value within company CPY and CTR teams
Ensure the construction activities of all the ISBL & OSBLs are performed to ensure the relevant level of safety measures, in line with project specifications.
Be responsible for immediately reporting or cascading down any incidents in his area.
Communicates and applies the H3SE policies of the COMPANY and ensures the Construction is developed accordingly.
Management
Assist the Construction Superintendent with various delegated tasks.
Collaborate with the ISBL/OSBL Superintendent to manage all construction activities related to ISBL/OSBL, including oversight of the Construction Supervisor, pre-commissioning, completion of punch list items, and handover to the commissioning team.
Ensure compliance with construction activities with the Project-specific technical referential, Project HSE rules, Contract Rules & Procedures developed, relevant partners' Guidelines and Procedures, as well as best work practices.
Develop team spirit, foster teamwork, and build trust within his team as well as within the Plant team.
Participate in the personal and professional development of his peers and subordinates.
Contribute to personnel skills improvement and encourage knowledge transfer.
Position specific
Support in the review of the CONTRACTOR’s key deliverables, construction activities for the LNG PLANT SOW, inclusive of the disciplines involved (Instrument / Electrical) up to pre-commissioning.
Work plans and individual development plans. The supervisor's overall role is to communicate organizational needs, oversee employee performance, provide guidance and support, identify development needs, and manage the reciprocal relationship between CTR and the organization to ensure mutual success.
Provides technical assistance to the ISBL/OSBL Superintendent for any technical audits foreseen.
Ensures, through efficient review, the good respect of the applicable frame of reference.
Participates actively in proper interface management with other SITE activities during the EPSCC phase.
Participate in audits of risk-contractors if need be.
Ensure design validity and coherence with other disciplines and throughout the company facilities.
Call for/Participate in the interfaces coordination activities and ensure synergies are developed between the different Contractors.
Get knowledge of the Omani norms and practices and use them in the project when relevant.
Support the ISBL/OSBL Superintendent in coordination activities and monitor work front declared by CTR, feasibility studies. As per project requirements and construction procedures, up to the last system handover to the Commissioning team for all the ISBL/OSBL, targeting the successful reaching of the milestones for energization, and highlighting whenever such targets are at risk of being delayed
Develop strong working relationships with EPC Contractors, in routine management as well as in management of critical issues.
Facilitate the development of execution plans from EPC Contractors, method statements, and other relevant procedures to ensure that work plans and scopes are aligned with project strategies and deliver a safe, qualitative, and timely execution of the project, always in compliance with all the Total procedures, specifications, requirements, and management instructions.
Participate in the Site supervision activities whenever required (either direct or via the supervisor's team) to demonstrate safety commitment, as well as quality and construction oversight, and direct contact with the Contractor’s and Subcontractors’ teams.
Together with the ISBL/OSBL Superintendent, review construction progress from the EPC Contractor, provide inputs to the internal construction reporting system, and identify any deviances or risks to the schedule, by also proposing potential mitigations to the management and the EPC Contractor.
Support the Construction ISBL/OSBL Superintendent by providing inputs and coordination in the overall site management with particular attention to ISBL/OSBL SOW.
Ensure the quality and completeness of Final Documentation (deliverables both from the Contractor and Vendors) in compliance with ISBL/OSBL Project Scope of Work, Specifications, and Procedures, and allowing an adequate handover to the operation.
Contribute to construction-related risk identification and mitigation reviews.
Based on his technical knowledge and experience, as well as lessons learned and good practices, he will be able to influence or suggest changes to work practices and routines to improve the efficiency of outcomes
Monitoring the effectiveness of the EPC Contractor’s construction management processes
To ensure a proper follow-up of the issues and resolutions.
Develop registers/trackers to ensure the responsible parties are identified, and relevant actions are monitored until resolution.
Prepare REX and Lessons Learnt all along the EPC.
Qualification:
Experience on large-scale oil and gas projects from both owner and contractor perspectives, with a focus on multidisciplinary OSBL works.
Ability to schedule priorities and multitask within time and budget requirements.
Engineering degree, with 10 years or more of oil & gas construction experience or equivalent experience specific to complex industrial ISBL & OSBL execution, such as all disciplines involved, Structural, and Mechanical, and pre-commissioning works.
Strong HSE culture and safety leadership.
Effective communication and leadership skills with the ability to influence critical decision agreements regarding safety, schedule, and cost.
English written and verbal communication skills, Arabic or French is a plus.
Ability to encourage and work within a team culture in a multinational environment.
Communication, Organization, Planning, Time management, and Reporting skills.
The project foresees the following main facilities for the PLANT:
LNG facilities with an LNG Train of about 1 MTPA capacity treating 150 mmscfd yearly average of feed gas, with associated inlet facilities, gas pre-treatment, HHC removal, Liquefaction, NRU, LNG storage tank, and utilities systems with necessary storage.
Marine facilities with a jetty fit with offloading facilities for bunker vessels and/or LNG Export Carriers.
Utilities import facilities from third parties,
Power import facilities from a dedicated new-built Solar Plant and/or from the national grid,
Operating support facilities.
The plant is designed to allow an additional train of 1 MTPA (bringing the capacity to 2 MTPA). This requirement is accounted for in the design and layout, with minimal additional investment required for execution.
