2. Background
We are seeking a consultant to integrated in the construction project Defense and Security Team as part of the joint venture team.
The role is part of a Defense & Security Teamresponsible for ensuring asset compliancy with requirements from armedforces and boarder guard as well as ensuring compliancy with polish security requirements.
The project is in many ways pioneering ways for offshore wind power in ensuring coexistence with armed forces and providing secure offshore energy generation and transmission in new hybrid security environment. The construction team is planned to hand over the project to operation by end of 2027, but Defense & Security technical scope could have snagging works and training of operations crew in first part of 2028. The consultant can expect to take responsibilities primarily in Defense scope, but also expect to involved and support Security scope, possibly including works into 2028.
3. Role objectives
Responsible for project scope in obtaining acceptance and agreement with Polish Defense and Boarder Guard allowing the asset to be build and operated. Continued responsibility for implementing technical solution for meeting Polish Armed Forces and Boarder Guard requirements through procurement and implementation of mitigation solutions. Ensuring operations of the asset is prepared and trained to continue securing compliancy with requirements through operations. Managing the time, budget, scope/quality, risk, safety and resources for the project members within the Defense team.
4. Responsibilities and Task (within scope)
▪ Supporting development and entering of agreement with Polish Defense and Border Guard meeting mitigation requirements.
▪ Managing engineering, procurement and construction within the defense scope.
▪ Overseeing the planning, execution, and delivery of defense and security projects, ensuring they meet time, budget, scope, quality, risk, safety, and resource requirements.
▪ Managing interfaces with other work packages and ensuring seamless integration of defense solutions
▪ Preparing service and maintenance solution for defense scope including preparation and training of site management and technicians to maintain compliance with requirements throughout the project lifecycle.
▪ Leading or supporting on identifying, documenting, and managing compliance for Polish critical infrastructure requirements to the asset (Information, Cyber/IT/OT, and Physical security).
▪ Supporting the identification and development of solutions for meeting offshore physical security requirements to meet JV, market, and our requirements, in collaboration with colleagues across the project and client’s organisation.
▪ Support Client’s Strategic Environment, Permitting & Defense in shaping the market to facility larger degree of coexistence with armed forces and to ensure relevance of secure and reliable offshore wind energy.
5. Decision authority
▪ Work in support of project construction and project development Defense & Security management team and support Client’s Strategic Environment, Permitting & Defense in key stakeholder engagement and market knowledge mapping.
▪ Dialogue with relevant parties to achieve project goals according to mandate from D&S Management
▪ In accordance with the project Authorisation Matrix, negotiate contracts, incl. variation orders & claims, recommend changes to procurement/contract strategy and best tenders for the scope.
▪ Responsible for contracts in the scope
▪ Travel to Warsaw to be expected up to 4 days per month
▪ On-site requirement 2-3 days/week at the Denmark office
• Requirements:
1. Qualifications
▪ Have proven experience in project management
▪ Possess a strong understanding of compliance and regulatory requirements.
▪ Demonstrate excellent stakeholder management and communication skills.
▪ Capable of managing multiple projects simultaneously and delivering high-quality results.
▪ Have proficiency in risk management and mitigation strategies.
▪ Have a military officer background, preferred Navy or equivalent experience.
2. Practical requirements
▪ On-site requirement: 2-3 days/week at the Denmark
▪ Travel to Warsaw to be expected up to 4 days per month
• Option to extend: 3 x 6 months
• Shift Pattern: Monday - Friday
