Role Purpose
We are seeking a highly experienced Instrumentation & Telecom Specialist to join the Commissioning & Start-up team of a large onshore LNG facility.
In this critical role, you will be responsible for ensuring the completeness, quality, and readiness of Instrumentation, Analysers, Metering, Tank Gauging, Berthing-Aid Systems, and Telecom systems to enable safe and efficient plant start-up and transition to operations.
The position reports directly to the Commissioning & Start-up Site Lead and operates within a LEAN organization requiring strong technical authority, autonomy, and mentoring capability.

Key Responsibilities
Commissioning & Start-up Preparation
- Ensure quality and completeness of Instrumentation & Telecom commissioning documentation from Contractors and Vendors
- Verify readiness of commissioning procedures in line with project specifications
- Monitor Contractor commissioning activities, including FATs when required
- Ensure modifications are managed through Engineering Query processes
- Review and approve Instrumentation-related Black Start procedures
- Support management of internal and external commissioning interfaces
- Witness and monitor Instrumentation & Telecom commissioning activities onsite
- Act as reviewer for inhibition and isolation of safety devices during commissioning
- Witness and monitor Tank Gauging and Berthing-Aid System commissioning
- Monitor and follow up on SAT activities
- Support ICSS and Package Control Systems during loop checking and commissioning
- Validate punch list items related to ICSS and Package Control Systems
- Coordinate vendor mobilisation and start-up planning
- Control OTP execution and ensure accurate reporting and documentation
- Report any unexpected events affecting commissioning or start-up
- Review and co-sign commissioning dossiers, AOC, and handover certificates
- Ensure proper preservation and maintenance of equipment
- Ensure smooth handover and training of Operations teams
- Maintain master files reflecting “As Commissioned” status
- Ensure certification of analysers
- Support development of Instrumentation & Telecom training and competency assessments
- Mentor and coach technicians through structured on-the-job training
- Promote a strong learning culture through knowledge sharing
- Demonstrate exemplary HSE behavior and promote site HSE policies
- Ensure emergency telecommunication systems are fully operational
- Support telecom management during emergency and crisis situations
- Ensure activities are executed under approved procedures and PTW
- Ensure compliance with Omani law and international standards
- Master’s degree in Instrumentation, Telecom, or related Engineering discipline
- Minimum 15 years’ experience in the Oil & Gas industry
- Minimum 10 years’ experience in Instrumentation & Telecom specialist roles
- Proven experience on large onshore LNG facilities
- Strong background in commissioning and operational readiness
- Excellent communication, mentoring, and cross-functional coordination skills
- Fluent English mandatory
