About the Opportunity
We are currently seeking an experienced ICSS Commissioning Engineer to join a major onshore oil & gas development in East Africa.
This role offers the opportunity to work on a large-scale greenfield project in a remote and environmentally sensitive area, supporting the delivery of complex instrumentation, control, and safety systems from pre-commissioning through to start-up and handover.
You will play a critical role in ensuring the safe and efficient commissioning of Integrated Control & Safety Systems (ICSS) and associated subsystems within a highly demanding project environment.

You will play a critical role in ensuring the safe and efficient commissioning of Integrated Control & Safety Systems (ICSS) and associated subsystems within a highly demanding project environment.
Key Responsibilities Commissioning Execution & Oversight
- Define sub-system boundaries and commissioning packages
- Supervise contractor pre-commissioning and commissioning activities (onshore & offshore)
- Witness testing to achieve Mechanical Completion and Ready for Start-Up (RFSU)
- Support commissioning through to start-up and system handover
- Review and approve commissioning procedures, strategies, and test protocols
- Validate contractor methodologies and execution plans
- Ensure compliance with project standards and technical referential
- Oversee commissioning dossiers and system certification
- Lead commissioning of ICSS, ESD, PSD, and Fire & Gas (F&G) systems
- Ensure proper integration with electrical and mechanical systems
- Coordinate telecoms, instrumentation, and control system interfaces
- Work closely with control room systems and operational readiness
- Follow up on iFAT, FAT, and SAT activities at vendor locations
- Liaise with suppliers and contractors to ensure compliance and performance
- Support offshore installation, hook-up, and commissioning activities
- Monitor contractor progress against commissioning schedules
- Provide regular progress reports and planning updates
- Manage punch lists, including tracking, close-out, and certification
- Utilize commissioning systems such as ICAPS and ensure alignment with OPERCOM
- Ensure all commissioning activities comply with project HSE requirements
- Conduct audits and promote safe commissioning practices
- Perform regular cybersecurity checks on control systems
- Ensure secure transfer of software, licenses, and system access during handover
- Support training and coaching of operations and maintenance teams
- Ensure smooth transition and handover to plant operations
- Maintain system integrity, documentation, and preservation records
- Relevant technical qualification in Instrumentation, Control Systems, or similar
- Equivalent professional experience will also be considered
- Minimum 8 years’ experience in oil & gas or industrial projects
- Strong background in instrumentation and control systems commissioning
- Proven experience with ICSS, ESD, PSD, and F&G systems
- Familiarity with ICAPS database and OPERCOM specifications
- Experience in multi-disciplinary project environments
- Strong understanding of commissioning processes and system integration
- Experience supervising contractors and coordinating complex activities
- Good knowledge of telecoms and control systems architecture
- Awareness of cybersecurity requirements in industrial control systems
- Strong organisational, reporting, and communication skills
- Ability to work in remote, multicultural, and challenging environments
