Position Title: HSE&C Advisor
The HSE&C Advisor is a key role embedded within the define and execute project teams, responsible for ensuring HSE&C requirements are effectively implemented and supporting the project throughout the execution phase.
KEY ACCOUNTABILITIES
Minimum 5 years’ HSE&C experience, including project management exposure.
· Oil and Gas HSE experience, preferably in fabrication and onshore activities.
· Experience in Azerbaijan / Caspian region preferred.
· Experience in emergency response and incident investigation.
· Good understanding of safety leadership, regulatory requirements, and safety management systems.
· Practical knowledge of fabrication and construction activities, including working at height, lifting operations, PTW, energy isolation, commissioning, environmental and industrial hygiene risks, road and food safety.
DESIRABLE CRITERIA·
· Bachelor’s degree in relevant field.
· Knowledge of client Projects HSE&C processes desirable.
Experience in the define stage of projects.

KEY ACCOUNTABILITIES
- Support the client HSE&C Team Lead in managing health, safety, security, environment, regulatory, and risk requirements for project delivery at fabrication facilities, work sites, and assigned locations.
- Monitor contractor compliance with their HSE&C management systems and client contract requirements, maintaining a visible site presence to support effective safety management.
- Ensure the safety of the client Project Management Team at assigned locations.
- Provide regular feedback to the Project management on contractor and project HSE performance, using IRIS incident data and trends.
- Support the client HSSE Team Lead in developing HSE and risk capability at the assigned location.
- Provide project HSE support to the designated Site Delivery Lead as required.
- Support the client Environmental Adviser in implementing site environmental management systems.
- Proficient in Microsoft Outlook and Microsoft Office applications.
- Able to carry out basic statistical and data analysis.
- Works effectively in a team and demonstrates a collaborative, flexible, and respectful approach.
- Demonstrates strong personal and professional ethics and commitment.
- Takes a confident and proactive approach to addressing quality-related issues.
- Communicates effectively in written and spoken English.
- Able to advise the Delivery Team to stop work where technical requirements are not met or where HSE may be compromised.
- Able to develop and maintain HSE records, including inspection reports, TRA, and BOSS/SOC documentation.
- Physically fit to access onshore construction work locations.
- Fluent in Azerbaijani.
- Qualified in Health and Safety Management.
- Certified to ISO 45001 auditor level, NEBOSH Environmental Management, or equivalent qualification or experience desirable.
- Basic awareness of rigging and lifting operations.

RESPONSIBILITIES & OBJECTIVES
- Provide active site HSE oversight, including participation in toolbox talks, safety meetings, and behavioural safety programs (RTC, SOC, BOSS or equivalent).
- Act as an HSE Program Champion by promoting safety leadership, coaching the workforce, and encouraging Stop Work where unsafe conditions exist.
- Monitor, analyse, and report HSE performance, including incidents, audits, inspections, and observations.
- Ensure unsafe acts, unsafe conditions, and incidents are reported, investigated, and recorded in line with client procedures.
- Track and close HSE actions arising from audits, inspections, observations, and risk assessments.
- Support project and contractor risk assessment and risk management activities, including task-level risk assessments.
- Support emergency response preparedness, drills, transportation safety, and site security arrangements.
- Support implementation of environmental and social requirements, including ESIA commitments, waste and water management, and spill prevention and response.
- Review contractor procedures, risk assessments, and work practices against contractual, regulatory, and client HSE&C expectations.
- Provide HSE&C input to project planning, contractor selection, Go/No-Go reviews, and execution readiness activities.
- Ensure compliance with legal and regulatory requirements in line with the Project Legal & Regulatory Compliance Matrix.
- Capture lessons learned and support continuous improvement of HSE&C performance.
