Department: Oilfield production district

Workplace: Iraq

Objective(Purpose of Position)

Fully responsible for HSE management in oilfield, ensure safe production.

Establish and improve Operation District HSE management system.

Push forward the performance of HSE management system.

Responsibilities,

General HSE Management

Develop HSE plans that comply with company polices and procedures as well as special activities and onsite requirements.

Provide support to the operation district OPD on the implementation as guided by HSE department.

Staff Management

Organize oilfield staff to participate all safety and relative training initiated by FOD.

Capability in good HSE training for Operators and Contractor.

Responsible of distributing the PPE to all the staff under the domain of production department in office as well as degassing station.

HSE System Management

Preliminarily establish oilfield HSE management system and roll out.

Check and supervise to ensure all procedures accurate execution.

Responsible for yearly HSE objective realization.

Compile all kinds of HSE reports and records and the HSE date requested by HSE department.

High-risk Job management

Responsible for PTW signature and participate JSA meeting.

Periodically check the site safety management condition.

Provide a safety advice on technical solution for projects or construction work, key facilities and process optimization.

Supervise onsite activities in shutdown to assure all the safety measures are followed as per the plan

Emergency Management

Responsible for OPD Emergency plan & Drilling.

Responsible for Incident & Accident Investigation in Operation District.

Responsible for finishing the Incident or Accident report.

Fire Fighting System

Assure that the firefighting tank as well as fire fighting pumps are in readiness all the time, track the water inventory of water tank and running test of fire fighting pump.

Monthly check and inspect the fire fighting equipments and register validation date.

Coordinate with the HSE Department to provide the efficient and sufficient fire extinguisher to all Degassing stations with different types, distribute them as to cover all the hazards area in degassing station.

Safety equipment & Hazardous Materials Management

Collect the MSDS of chemical materials on the storage area and train the operator.

Periodically check the safety equipment and maintain equipment in good status.

Responsible for the purchase of HSE equipment and material.

Collect the information of Hazardous Materials and control risk.

On-site inspection

Conduct self-inspection periodically.

Support the on-site inspection organized by HSE Dept.

Push the correction of the safety non-conformance.

Contractor Management

Check the HSE Management Regulation of Dept. contractor and Project Plan.

Conduct HSE training and meeting for the contractor.

Conduct on-site inspection for the contractor's project.

Push the contractor to correct the unsafe activities or status.

Documentation Management

Updated the department HSE regulation, and orient them to relevant discipline.

Summarizes the Stop Cards in weekly basis.

Collaborate in the preparation of HSE reports, weekly and monthly highlight the major activities and observation

Position Requirement

Tertiary education/or higher specialized health & safety diploma/or specialized health & safety vocational education.

Working experience with international oil company is preferred.

Experience of working in Middle East is preferred.

8 years of oilfields working experience with 4 years of related experience.

Familiar with the PTW, JSA, LOTO and Isolation certificates and procedures.

Master the oil and gas production, familiar with oil and gas processing principals.

Capability in good English and Arabic communication skill and proficient office software.

Commitment to OHS.

Good computer skills (MS-Office).

Strong coordination skill and working under stress.

Certificate: Any of NEBOSH IGC/NEBOSH OG/OSHA/NEBOSH Diploma/OHSAS/IOSH/Environmental Diploma

Preferred Qualifications and Skills

B.Sc in Engineering or Science, preferably Oil production or Safety management.

Working experience with international oil company is preferred.

Experience of working in Middle East is preferred.

8 years of oilfields working experience with 4 years of related experience.

Specific Knowledge: Occupational Health and Safety standards, NFPA, Environmental Standard IOS 14001, BS OHSAS 18001

Be good at change management to adjust the plan and solution whenever needed to ensure a timely deliverable.

Stress management capability to deal with the unexpected challenges or issues in a positive way.

Certificate: Any of NEBOSH IGC/NEBOSH OG/OSHA/NEBOSH Diploma/OHSAS/IOSH/Environmental Diploma
