About the Role We are seeking an experienced HSE Superintendent to join the Upstream EPCI Team for one of the world’s largest LNG developments. Based in Afungi, you will provide oversight, leadership and assurance across all onshore and nearshore construction and installation activities carried out by Contractor and Subcontractor teams.
This is a key position within a highly complex project environment involving major pipeline, subsea infrastructure and heavy-lift operations. You will work closely with the Afungi Upstream Installation/Construction Manager, the Upstream HSE Manager, and multiple multidisciplinary stakeholders to drive a culture of zero harm and continuous improvement.

Key Responsibilities
- Provide HSE leadership and support to Company and Contractor teams to achieve zero harm and adherence to all HSE processes, procedures and project requirements.
- Oversee the HSE activities for all EPCI onshore & nearshore scopes, ensuring compliance with the Upstream HSE Plan and Contractors’ HSE Management Systems.
- Lead HSE engagement with Contractors, promoting an incident-free culture and influencing safe behaviours across all work fronts.
- Represent the Company in weekly construction meetings, advising on HSE topics and ensuring consistent messaging.
- Monitor and support safe systems of work, including PTW, hazard identification, risk assessments and toolbox talks.
- Support and verify the robustness of incident investigations, ensuring accurate reporting and quality root-cause analysis.
- Ensure timely and accurate HSE performance reporting and act as the focal point for statistics and KPI management.
- Lead and coordinate a team of 2 direct-report HSE Supervisors, as well as indirect contractor and subcontractor HSE personnel.
- Support safety reviews, audits, MoC processes and HSE assurance activities as required.
- Steer implementation of risk-mitigating measures for key high-risk operations, including transportation logistics (>400 movements) and heavy lifting using floating cranes (up to 2000T capacity).
- Part of a USD 20 billion LNG megaproject, spanning a 17,000-acre site with private airstrip, marine facilities and extensive subsea infrastructure.
- Multicultural workforce of 1500+ employees and contractors across Houston, Milan, Paris, Singapore and Mozambique.
- Development includes: 18 subsea wells, multiple manifolds, jumpers, umbilicals, rigid and flexible pipelines, ILTs/PLETs, and extensive nearshore works.
- 5-year construction phase with a 25-year production period.
- On-time and safe execution of the HSE scope across all Afungi onshore and nearshore activities.
- Effective management and leadership of the HSE team during construction and installation.
- Ensuring full compliance with Company HSE requirements, standards and expectations.
- Minimum 10 years’ experience in Oil & Gas with strong HSE background.
- Recognized HSE qualification (NEBOSH Diploma or equivalent).
- Proven capability to lead and coordinate incident investigations, audits, RCA and lessons-learned processes.
- Strong interpersonal and communication skills, with the ability to influence, mentor and support contractor personnel.
- Demonstrated ability to build effective working relationships and foster collaborative problem-solving.
- Fluent in English and confident representing the project to diverse stakeholders.
- Valid BOSIET and OGUK Medical certifications.
