About the Role
We are seeking an experienced Pipelines HSE Advisor to join a major onshore oil & gas development project. This is a key position responsible for ensuring the highest standards of Health, Safety, and Environmental (HSE) performance across pipeline construction activities.
Working within a large-scale, high-risk environment, you will play a critical role in implementing HSE systems, supporting contractors, and driving a strong safety culture across site operations.

About the Role
We are seeking an experienced Pipelines HSE Advisor to join a major onshore oil & gas development project. This is a key position responsible for ensuring the highest standards of Health, Safety, and Environmental (HSE) performance across pipeline construction activities.
Working within a large-scale, high-risk environment, you will play a critical role in implementing HSE systems, supporting contractors, and driving a strong safety culture across site operations.
Key Responsibilities Leadership & HSE Culture
- Promote and drive project HSE policies, initiatives, and safety culture programs
- Deliver toolbox talks, presentations, and safety campaigns
- Act as a key HSE focal point for the pipeline package and site teams
- Mentor and support HSE personnel, including national workforce development
- Interface with contractors and stakeholders on all HSE matters
- Implement and monitor the project HSE Management System
- Ensure contractors comply with HSE standards, procedures, and legal requirements
- Review and validate HSE documentation, method statements, and risk assessments
- Support Permit to Work (PTW) processes and ensure adherence
- Participate in HAZID, HAZOP, JRA, HIRA, and other risk assessments
- Identify hazards and ensure mitigation measures are implemented and tracked
- Support continuous improvement of risk management processes
- Monitor contractor performance and promote proactive risk awareness
- Ensure proper identification and control of occupational health risks
- Oversee implementation of PPE, road safety, and site safety measures
- Support environmental management including waste and hazardous materials
- Ensure compliance with environmental standards and performance targets
- Support development, testing, and maintenance of emergency response plans
- Participate in incident investigations and root cause analysis
- Ensure timely reporting, follow-up, and closure of corrective actions
- Conduct regular site inspections, audits, and safety tours
- Monitor contractor audit programs and compliance
- Prepare daily, weekly, and monthly HSE performance reports
- Track KPIs and support continuous performance improvement
- Minimum 15 years’ experience in high-risk industries (Oil & Gas, construction, pipelines)
- At least 10 years in HSE supervisory roles
- Strong experience in pipeline construction and installation activities
- Proven background working on large-scale onshore projects
- Degree or Diploma in Health & Safety or related discipline
- Professional certification (e.g. NEBOSH Diploma/Certificate, MSc Occupational H&S)
- Membership of a recognised professional HSE body preferred
- Strong knowledge of HSE Management Systems and international standards (ISO, IOGP)
- Experience reviewing contractor HSE plans and documentation
- Solid understanding of risk assessment methodologies (JRA, HIRA, etc.)
- Experience in incident investigation and behavioural safety programs
- Good understanding of Middle East HSE regulations is an advantage
- Excellent communication and reporting skills
- Fluent in English (written and spoken)
- Arabic is an advantage
