Orion Group Life Sciences is currently recruiting a Head of Engineering & Maintenance on behalf of our multinational biopharmaceutical client, for a permanent position based in Malta.

Reporting to the Head of Operations, the Head of Engineering & Maintenance and Site Leader shall coordinate with the production facilities, quality and other support services the Engineering activities, workshops, resources and systems to ensure the company maintains a high quality, reliable fleet at all times in line with Company Policies, Regulatory Standards and Statutory guidelines, deadlines and requirements and contribute as part of the Management Team to the future direction of the business and to achievement of the company’s Strategic Vision and Mission. The Head of Engineering & Maintenance and Site Leader shall co-ordinate, support and advise the Business on all aspects.

Minimum Qualification:
• The Head of Engineering & Maintenance and Site Leader must have at least 3 years recent and relevant experience in a similar role.
• Provision of advice to other managers/supervisors.
• Understands knowledge in a field study, develops strategic and creative responses in researching solutions to well defined concrete and abstract problems.
• Demonstrate transfer of theoretical and practical knowledge, in creating solutions to problems. Conveys ideas, in a well-structured and coherent way using qualitative and quantitative information.
• Ability to work co-operatively with others to complete tasks and implement process improvements. Confidential in all matters and has a professional approach, coupled with strong interpersonal skills.
• Excellent planning, organizational and time management skills.
• Excellent verbal, written communication and presentation skills Strong IT skills.
• Ability to work on own initiative and to work in, and adapt to a rapidly changing environment.
• Flexible and co-operative at all times. An assertive but calm demeanour and self-motivated. Good timekeeping and attendance record.

Job Responsibilities:
1. Manage the day-to-day operation and maintenance of primary and secondary utilities.
2. Develop maintenance procedures, schedules and plans and ensuring implementation.
3. To ensure that the required initial and continuing training of all the engineering and maintenance personnel is carried out and adapted according to need.
4. Assessment of potential developments and production of detailed technical reports, including site visits with the appropriate members of the management team to ensure the best cost engineered solution is produced.
5. Effective daily management of the ‘Design Team’ (Internal and External) to ensure the provision of required level of services in a pro-active and professional manner to enable other departments to fulfil their role.
6. Lead, motivate, communicate with, develop, appraise and performance manage staff to ensure staff are fully motivated to achieve best performance to meet the company’s needs.
7. Co-ordinate production information to a written programme to ensure company targets are met for a controlled and cost-effective finish to the site.
8. Keep, record and maintain maintenance logs and report on daily activities.
9. Establish and enforce quality and standards in schemes, and maintain the good image of the company.
10. At all times comply with company policies, procedures and instructions.
11. To ensure, in coordination with the QA and Administration departments, that only approved engineering materials from approved suppliers are used in the production and packaging operations.
12. Implement new ideas and methods and continue to seek ways of both improving contribution to the organisation’s goals and enhancing the reputation of the company.
13. Ensure the Company meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.
14. Ensure the completion and regular review of risk assessments for all work equipment and operations.
15. Ensure that all accidents are documented, investigated and recommended improvements implemented.
16. Ensure that all agreed action points are completed within deadlines.
17. Liaise with suppliers i.e. Insurers, solicitors etc Any other reasonable duties which may be required by management from time to time.
18. To provide direction to the Pest Control, Calibration, Preventive Maintenance, Corrective Maintenance and Housekeeping functions such that problems are solved in a timely manner.
19. To liaise with the Company’s Board and other senior Management as well as with the management of third part contractors such that operations are facilitated.
20. To participate in personal development courses designed to remain familiar with the latest developments in pharmaceutical engineering and GMP.
21. Ensure routine maintenance requirements of a variety of equipment and utilise.
22. Manage the process of the introduction of new machinery, plant and equipment from drawing up the specification, to managing supplier through to full installation in collaboration with all relevant parties.
23. Ensure that the function operates in accordance with any health, safety and environmental policies and procedures to ensure the safety and wellbeing of staff and visitors.
24. Manage contractors on site to ensure they meet legal and company requirements.
25. Develop, implement and manage key performance indicators (KPIs) for the area of responsibility.
26. Prepare the annual Maintenance budget and forecasts and all Capital Expenditure proposals as well as ensuring compliance with legal and company standards.
27. Manage the budget from identification to completion of projects.
28. Coordination of daily activities on site.

GMP-Related Responsibilities:
1. To ensure that all engineering services, pipework, systems and facilities use materials of construction, are designed, built and operated in accordance with the appropriate GMP and regulatory requirements.
2. To ensure that annual requalification is performed for the facility architectural finishes, HVAC and water system and the appropriate report is generated, reviewed and approved.
3. To be responsible for the preparation, maintenance and retrievable filing of the as-built master technical drawings (architectural as well as P & IDs) for the facility.
4. To generate the site’s maintenance master schedule.
5. To assist the QA Department in ensuring that all equipment is purchased, designed, installed, validated (including cleaning), commissioned and re-validated according to cGMP and the VMP.
6. To direct the implementation of engineering contractors’ technical agreements and quality specifications and liase with the QA Department regarding their integration into the Quality system as applicable
