Facilities Development Engineer
 
Our client is currently recruiting for the position of Facilities Development Engineer based in Aberdeen.  This operator role for a 12 month PAYE contract to support process engineering work on early phase projects.
 
Purpose of Role:
Provide development engineering and project management support for early-phase developments and modifications.
 
Proactively collaborate with and provide leadership across the organisation and with wider corporate functions.
 
The position includes being an integrated member of several project teams in parallel.
 
Critical Responsibilities:
Ensure that all activities comply with all regulatory requirements, legislation, and Company HSES Procedures.
 
Ensure that process safety aspects are properly evaluated in all project phases.
 
Participate in design verifications, LOPA, HAZID, HAZOP and constructability meetings.
 
Adhere to Stage Gate Standard, Project Management Standard and Engineering Management Standards.
 
Ethics and Compliance Responsibilities:
Ensure that all activities and behaviours are carried out in accordance with Company’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
 
Areas of Accountability, Responsibility and Competence:
Deliver development engineering early-phase projects and modification scopes. Lead the evaluation of cross-functional technical solutions, considering diverse alternatives to recommend optimised solutions.
 
Generate and project manage Appraise and Select scopes of work, project strategies and project governance documentation. Produce project documents including preliminary Project Execution Plans, SORs, BODs, and framing charters.
 
Manage and provide technical support to study contractors to efficiently deliver Appraise and Select work scopes against agreed budgets and schedules.
 
Deliver efficient handover of development opportunities to project/execution teams at an appropriate stage (typically Define entry).
 
Work with discipline specialists to generate cost-estimates, schedules, and economics to support opportunity planning and business case assessment.
 
Prepare budget/ AFE requests and decision support packages for approval.
 
Present project updates and recommendations to stakeholders and the JV.
 
Develop assurance and governance documentation appropriate to scale and complexity ahead of Phase Gate/ MOC and ensure effective close out of any actions.
 
Ensure early phase data is properly retained, with appropriate benchmarking, lessons learned and decision records, even where opportunities are not progressed.
 
Develop and implement contracting and procurement strategies in alignment with company supply chain.
 
Evaluate and recommend suitable technical solutions, giving appropriate consideration of diverse alternatives and ratifying contractors' evaluation of technology. Ensure that industry best practices and appropriate advanced technologies are applied in early project framing.
 
Initiate and respond in a timely manner to technical queries, MOCs and deviations from Contractors, Partners, and Operations to maintain technical design integrity.
 
Participate in inter-discipline technical meetings, technical audits, assurance reviews and project risk management processes. Lead integrated project team meetings with participation from disciplines and support functions across company.
 
Support other disciplines to ensure inter-discipline design coherence and ensure proper technical interface management is maintained throughout the project cycle.
 
Provide specialist support to other engineering/ asset and business development work as required (e.g. data room support, area planning, etc).
 
Support continuous improvement activities with key stakeholders to promote standardisation and enhance knowledge sharing and retention.
 
Support consistent application of processes, systems, and procedures. Identify and source functional assistance to support development engineering activities.
 
Act as role model for colleagues, coaching less experienced team members and promoting good communication and a positive work environment.
 
Perform any other reasonable duty requested of you by your manager.
 
Critical Skills, Qualifications, Experience, etc.:
Chartered Engineer with Masters or equivalent degree in Engineering Discipline essential; chemical/ process engineering discipline preferred.
 
Motivated to gain experience in an early-phase project role.
 
Additional education/ experience in project management, economics/ decision analysis, project cost-estimating/ planning/ risk evaluation beneficial to role.
 
Significant experience across a range of facilities engineering and operations disciplines, preferably demonstrating a broad cross-functional understanding, including operations, brownfield and greenfield projects, subsea, and drilling.
 
Previous experience in direct operations and facilities support roles preferred.
 
Awareness of broader business discipline requirements and contribution - e.g. subsurface/ drilling, commercial, economics/ finance and project services awareness.
 
Demonstrate experience with project development concepts and processes, stage gates, associated regulatory requirements (NSTA, DESNZ, OPRED), cost-estimating requirements and development planning.
 
Experience across a range of projects through all development phases (Appraise, Select, Define, Execute and Operations).
 
Demonstrate commercial acumen, with understanding of decision and risk analysis methodologies and project measures of merit.
 
Experience of managing contractor/ consultancy studies.
 
Strong interpersonal characteristics and ability to initiate and build relationships to integrate the work of others across diverse functional groups.
 
Ability to represent company with JV partners and 3rd party operator organisations in the appraisal of host tie-back proposals and OBO projects.
