We have a fantastic opportunity for an experienced Engineer to join a premier energy operator at their downtown Houston office Mon-Fri 40hrs per week (parking allowance is provided). This is a long-term, highly stable contract offering upside potential.
In this role, you will provide engineering support to encroachment third-party entities, Damage Prevention, and Operations personnel. You will manage a broad range of encroachment projects and inquiries for natural gas, CO2, crude oil and refined product facilities, terminals, and pipelines. Projects include, but are not limited to, pipeline relocations and existing facility upgrades.

What You Will Do: You will serve as the primary engineering authority evaluating third-party design plans that intersect with existing pipeline easements.
- Technical Review: Evaluate and approve third-party encroachment inquiries, including drawing reviews, load stress/vibration calculations, and anomaly assessments.
- Project Coordination: Generate project alternatives, cost estimates, material requisitions, and schedules for pipeline relocations and facility upgrades.
- Stakeholder Alignment: Coordinate seamlessly between Project Managers, Operations, ROW, HSE, and external entities to assure the safety and reliability of the pipeline network.
- Compliance: Ensure all third-party construction near company facilities adheres strictly to regulatory requirements and industry standards.
- Education: Bachelor’s degree in Mechanical, Civil, Electrical, or Chemical Engineering (or equivalent engineering degree/experience).
- Experience: An established track record of progressive engineering experience in pipelines, petroleum terminals, or the utility sector. You should possess the background necessary to independently manage complex projects with minimal guidance.
- Minimum 3 years practical engineering experience in pipelines / petroleum terminals / utility field(s) is preferred.
- Regulatory Knowledge: Strong working knowledge of 49 CFR Part 192/195 and API 1102.
- Exceptional Stakeholder Management: You must possess elite customer service and coordination skills. You will be dealing with a highly diverse third-party clientele—from private developers to municipal regulators—requiring tact, professional courtesy, and strong support skills.
- Technical Tools: Proficiency in complex Excel modeling and project scheduling software (MS Project, Primavera).
