We currently have an opportunity for an E&I QC Inspector. This position is based in Sohar, Oman
Preferable for Omani National.
Position Title: E&I QC Inspector
Service Location: Sohar, Oman
Service Status: Resident (5 days per week)
Start Date:  The soonest
Estimated Service Duration:  12 months (renewable)
 
MISSIONS
The service holder is responsible, within the company LNG Bunkering Project and under the Site Quality Lead’s supervision, for following-up, monitoring and supervising E&I (the discipline) activities carried out by the Contractor and Subcontractor at the main Construction site during the Construction, Pre-commissioning and Commissioning phases, ensuring that his discipline’s contractual and technical requirements are duly applied by Contractor and/or Subcontractors.
In this respect, and to ascertain that the facilities are built as per the project requirements, the service holder verify and approve Contractor’s and/or Subcontractors’ drawings, fabrication procedures and methodologies, and ensure that Contractor and/or Subcontractors have adequate equipment, resources, means and manpower to perform the service with the required quality level and to compete it in due time.
He reports on a day-to-day basis directly to the Site Quality Lead.
The service holder provides support and assistance in the organisation, job scheduling and coordination with other disciplines to ensure quality and timely completion of their work and implementation of Project QA/QC Management System.
The service holder organises and participates to routine and random inspections and audits, assists to daily / regular Construction meetings related to his discipline with Contractor and/or Subcontractors, performs QC and/or HSE visits and tours... and ensures an adequate reporting to the Site Quality Lead (areas of concerns, problems encountered in its discipline during construction and implementation both by its Site Construction team and Contractor and/or Subcontractors).
The service holder participates together with CPY supervision team and the Quality Leader to the review and comments of Contractor’s and/or Subcontractors’ Project Site documentation applicable in the perimeter of the relevant Site Construction site (Project Site QC plan, Construction plans, fabrication drawings …) and ensures their full implementation by Contractor and/or Subcontractors.
As a general manner, the service holder aids the Site Construction team with all matters related to his discipline and organise its pre-commissioning activities in close coordination with the commissioning team.
The service holder is also accountable for demonstrating, individually, an exemplary behaviour regarding HSSE rules & requirements.
The service holder may perform his missions at Subcontractors premises accordingly.
 
Activities
To adopt and to demonstrate exemplary behaviour regarding Company "Code of Conduct" and HSSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSSE training requirements for the position.
To be kept informed of the project technical referential and international standards related to his area of responsibility, taking knowledge from them for application to the Project. To apply, as required, Discipline specific instructions at the Construction Site.
To support and enforce the Project Quality management system and promote the Project quality policies and objectives
To ensure all along construction and fabrication phases that the Plant & Tank Contractor are enforcing their contractual commitments, are implementing properly their construction plans and objectives, and are performing safely their activities as per Project specifications, design and codes.
As such, he shall check and verify the following aspects:
The code, standard, or specification that applies to the service is up-to-date and approved.
Inspect electrical and instrumentation installations to ensure compliance with drawings, specifications, and standards.
Witness and verify electrical tests (e.g., insulation resistance, continuity, loop checks, functional tests).
Monitor and inspect cable laying, termination, glanding, and instrument installation.
Review and verify calibration of instruments and control devices.
Performs visual inspections, dimensional test, checks rating and material for connection.
Checks power transformers, switchboard, accumulator battery, sockets outlet, lighting system.
Monitor and control the implementation on site of the Inspection and test plans,
Monitor the work deficiencies and backlog and ensure the implementation of the necessary corrective actions.
Check conformity with the Quality Control Plan, obtain the relevant documentation, check procedures and equipment to be used in tests, controls and inspections, manage documents certifying tests, controls and inspections.
Attend and participate in daily discipline meetings or various construction meetings, and provide support to the Construction team in its various reviews
Participate in construction, HSE or QC specific visits; Provide regular inspection & activity reports.
To ensure the tracking of anomalies and non-conformities performed by the Contractors and ensure a correct follow-up of corrective actions.
In General:
To assist the Site Quality Lead when required.
To provide technical support and assistance to any query related to his discipline
To implement his discipline methods for the supervision of the day-to-day activities.
To report to the Site Quality Lead when deviations to Work are detected
To ensure confidentiality of all the documentation issued under his area of responsibility.
 
Required Competencies
Working knowledge of construction standards, codes of practice and regulations/legislation relating to electrical and instrumentation work (e.g., IEC, NEC, ISA, API).
Good understanding of QA/QC procedures and practices.
Experience in reviewing drawings, method statements, and inspection test plans.
Instrument calibrations including ultrasonic flow meter, level transmitters, temperature transmitters, pressure transmitters etc.
Exposure to high voltage electrical installation including switchgear and electric drives
 
REQUIRED QUALIFICATIONS AND BACKGROUND
Qualifications: Technical Diploma or Higher National Diploma (HND) in Electrical & Instrumentation Engineering.
Professional Experience (years): min 10 years in years of experience in E&I inspection, preferably in oil & gas field projects.
Experience in similar position (years): mini 5 in similar role preferably on LNG Plant Construction
Languages: English mandatory
 
The project foresees the following main facilities for the PLANT:
LNG facilities with an LNG Train of about 1 MTPA capacity treating 150 mmscfd yearly average of feed gas, with associated inlet facilities, gas pre-treatment, HHC removal, Liquefaction, NRU, LNG storage tank and utilities systems with necessary storages.
Marine facilities with a jetty fit with offloading facilities for bunker vessels and/or LNG Export Carriers.
Utilities import facilities from third parties,
Power import facilities from a dedicated new-built Solar Plant and/or from national grid,
Operating support facilities.
The plant is designed to allow additional train of 1 MTPA (bringing the capacity to 2 MTPA). This requirement is considered in the design and the layout and with minimum associated investments for execution.
Gas Transportation will be done by OQGN Company through a Transportation Agreement contract (OPEX)
Company Project will be the first LNG Plant and first Bunkering facilities operated by the company and the first operation of company in Oman.
