Construction Engineer /Quantity Surveyor – STEL

POSITION TITLE: Construction Engineer /Quantity Surveyor – STEL

KEY ROLES

• Monitor and verify all construction activities (e.g civil, structural, electrical) against approved drawings, specifications and conduct physical measurement of work done against progress report.
• Ensure all construction works meets BP’s engineering practices and applicable international codes.
• Work closely with construction supervisors and planners to validate quantities.
• Evaluate and price site-driven changes such as unforeseen ground conditions, scope changes or safety related adjustments.
• Ensure robust documentation of site instructions, early warnings and change orders.
• Work closely with HSE teams to integrate safety- especially in critical civil structural operations like excavation, formworks piling, lifting. Participate in TBT and site walkdowns if needed to understand scope impact.
• Support weekly and monthly cost and progress reports to the site leadership team.
• Collaborate with planners and schedulers to integrate earned value data.
• Provide input into value-of-work done (VOWD) reporting to project control team.
• Indentify, quantify and document claims from contractors or suppliers.
• Support defense or negotiation of claims through proper records and contract interpretation.
• Track labor and equipment productivity, Identify where low productivity is causing cost overruns or schedule delays and flag any areas of concerns raise to Construction Lead.
• Develop productivity improvement support by suggesting work sequencing adjustments, workforce allocation or subcontract strategy based on productivity finding.

BASIC SKILLS

• Strong numerical and analytical skills for accurate measurement and cost analysis.
• Understanding of construction methods and sequencing (Civil, structural, mechanical and E&I).
• Strong understanding of civil structural engineering principles related to construction.
• Familiarity with BP engineering standards and industrial codes like ACI, ASTM, BS, ISO and ASME.
• Ability to interpret technical drawings, specifications and contracts.
• Proficient in cost estimation, budget tracking and forecasting.
• Skilled in record-keeping, including site diaries, variations logs.
• Ability to prepare interim valuations, final accounts and change order documentation.
• Clear and professional verbal and written communication. Ability to coordinate with site teams, contractors and internal departments.
• Ability to identify cost or productivity issues early and recommend corrective actions.

TECHNICAL QUALIFICATIONS

• Minimum bachelor’s Degree in Civil Engineering or related discipline (e.g Structural engineering, construction engineering)
• Desired – previous experience on quantity surveying and proven track record delivering required role or similar within the Oil & Gas Industry.


EXPERIENCE

• Minimumum 5-10 years of quantity surveying experience in construction, preferably in oil &gas petrochemicals, or energy sectors).
• Site-based experience managing construction works (civil, structural, mechanical, E&I, piping on Brownfield or greenfield projects.
• Familiarity with project specifications and drawings review.
• Experience with cost tracking, remeasurement, change control and final account preparation.

RESPONSIBILITIES & OBJECTIVES

• Track and manage construction cost against the approved budget.
• Conduct on-site quantity measurement and verify work done (VOWD).
• Manage site instructions, change orders and variation orders.
• Monitor labor and equipment productivity against baseline benchmark.
• Analyse cost per unit outputs and flag inefficiencies to project control.
• Support early warning notices and maintain commercial risk registers.
• Identify and quantify scope changes cost/time impact and maintain change logs.

Objective:

• Deliver accurate and timely commercial management of site construction activities.
• Ensure all site works are measured, valued and paid for in accordance with contract terms.
• Proactively identify and manage commercial risk and opportunities raised at execution of site works.
• Maintain excellent communication and collaboration with site stakeholders.
