Job title:  Community Liaison Officer

Activities

1. Stakeholder engagement:

• Acts as a point of contact between the Company and local Authorities (Governor, Administrators and when requested Provincial Police Commander and other relevant stakeholders).
• Facilitates the organisation of the Working Group in local communities (including logistics) and follows up the action identified, in coordination with the Company Security team.
• Provides information on any decision/ statement / policies issued by the local Authorities.
• Provides local Administration with information provided by the Societal and Government relations departments and gathers feedback and questions asked.
• Identify, map and rank the stakeholders identified in local communities.
• Disseminates the Company information campaigns within impacted communities (especially the councilors) and provides feedback.
• Carries out community engagement, namely information sharing/communication, consultation and dialogue, and negotiation (when relevant) under the supervision of the Community relations coordinator.
• Monitors stakeholder attitudes toward Company activities and Project and ensures relevant information is conveyed to the proper level of responsibility (Daily reporting, Events Record Form).
• Receives and processes community grievances in compliance with the Company Stakeholder Grievance Management procedure in coordination with the Community Relations Coordinator.
• Engages, upon request of the Community relations coordinator, with the communities’ members and representatives located in the region.

2. Support to community investment activities

• Facilitate Community Investment Coordinator and In-country Value Manager interactions with the local Administration (ex: delivery of documents, signature of MoUs, development of projects, etc.).

3. Reporting

• Entering Events, Issues, Concerns, Contacts and uploading of documentation in the dedicated database.
• Fill in the Community relations daily reporting and send it daily to the Community Relations Coordinator.

Accountabilities

Responsible for:

• Promoting positive and open relationships between the Company / Project and local stakeholders.
• Maintaining a regular presence in communities in accordance with ETN and ESIA
• Reporting on community visits and discussions with key stakeholders within 48 hours.
• Recording all grievances, concerns or questions from stakeholders.

Qualifications/Experience required

Qualification and background

• Degree in Social Sciences, anthropology, communication or a related discipline.
• Minimum 5 years’ experience working with rural communities in community projects, development projects and or in other similar activities (NGOs), preferably within the designated area of responsibility.
• Excellent communication skills with a proven ability to develop and maintain good relations with a wide range of stakeholders including authorities, local communities, industry, CSOs/NGOs.
• Empathetic towards sensitive cultural, personal and community issues.
• Mediation and conflict resolution skills.
• Understanding of the economic, political and social dynamics in the area of operation.
• Good reporting skills.
• Diligent and meticulous.
• Language Requirements: fluent English and Azerbaijani language skills are mandatory.

• Localization: Baku office.
