Education
  • Bachelor’s degree in Engineering or equivalent.
Experience
  • Minimum 15–20 years of experience in offshore oil & gas projects.
  • At least 8–10 years in a senior Commissioning leadership or management role.
  • Proven experience managing commissioning teams during onshore and offshore phases.
  • Strong track record in problem solving, team leadership, and project delivery.
Key Responsibilities Commissioning Engineering Phase
  • Review and approve Commissioning Management procedures including Transfer of Care & Custody, Pre-Commissioning & Commissioning witnessing procedures, and Transfer of Operations & Maintenance procedures.
  • Review and approve technical commissioning procedures such as:
    • Relief valve testing procedures
    • Instrument loop testing procedures
    • Critical valve passing tests
  • Review Operational Test Procedures and Leak Test Packs prepared by contractors and subcontractors including ICAPS database integration.
  • Review technical requisition documents related to commissioning scope including training plans, commissioning spare parts, special tools, vendor mobilization plans, and schedules.
  • Participate in HAZID, HAZOP, SIL reviews, cybersecurity risk assessments, and Ex inspections.
  • Participate in 3D model reviews (60% and 90%).
  • Coordinate commissioning discipline leads and ensure alignment with construction and operations teams.
  • Participate in Factory Acceptance Tests (FAT) for critical equipment.
  • Prepare and maintain the overall commissioning plan.
Commissioning Execution Phase (Onshore & Offshore)
  • Ensure safe execution of commissioning activities and compliance with Permit to Work systems.
  • Witness and monitor pre-commissioning activities performed by contractors.
  • Review and approve Ready for Commissioning (RFC) dossiers.
  • Supervise and control commissioning activities executed by contractors.
  • Monitor progress against schedule and manage punch list follow-ups.
  • Report and escalate events that may impact commissioning or startup activities.
  • Review and approve commissioning dossiers and Acceptance of Completion (AOC) documentation.

Job Scope
  • Lead a multidisciplinary commissioning team including discipline leads and supervisors.
  • Manage up to 30 personnel during onshore and offshore phases.
  • Interface with construction teams, operations teams, and EPC contractors.
  • Support commissioning of offshore platform facilities and associated brownfield interfaces.
  • Coordinate activities across international engineering and fabrication sites.
Required Skills
  • Strong knowledge of commissioning processes for offshore platforms.
  • Experience with ICAPS, OPERCOM, and PRODOM systems.
  • Familiarity with international oil & gas standards and specifications.
  • Strong communication and leadership skills.
  • Ability to work in complex, multicultural project environments.
