POSITION DESCRIPTION

Position Title: Commissioning, Handover and Line Fill Engineer

KEY ROLES

Reporting to the SRP De-oiling & Commissioning Manager, perform on the SRP PMT as the commissioning and system handover for line fill engineer, accountable for coordinating and performing the certification process of construction to commissioning and line-fill work scope and assuring Certification standards are applied and archived for construction and commissioning works for the Project.

The position requires a deep and extensive experience in completions processes (eMOC, certification and system handover management, go-completions database, etc.) as applied to pipeline projects in the AGT region. Position requires experience in brownfield working and working effectively with several contractor completions and quality site teams. The position supports the De-oiling and Commissioning manager in the critical interface with AGT midstream operations.

RESPONSIBILITIES & OBJECTIVES

* Lead and coordinate certification process across all contractors and project

* Assure Certification standards are applied for construction and commissioning works for the SRP Project

* Identify limits of system handover for all areas and tag data validation and verification against technical documents for Construction and De-oiling works

* Work closely with project quality team ensuring appropriate technical integrity documentation through to handover to operations

* Guide and coordinate project construction staff and contractors in identification of required certification level and supporting documentation

* Ensure that construction-related certification is managed in accordance with the certification management system to mechanical completion (MC).

* Review system handover packs and confirm technical integrity documentation has been achieved

* Supporting the de-oiling and Commissioning manager and working with the quality team in validating and accepting the mechanical completion of systems

* Manage and operate Go-Completions Database with support from contractor personnel

* Manage the SRP PL database and facilitate Punch List sessions and assist in identifying and capturing outstanding items of work and track the items until they are completed and signed off

* Ensure that outstanding commissioning related issues or activities are resolved and closed out

* Ensure that required coordination and communication with internal and external parties are set related to handover process

* Coordinate the integration of commissioning and completions documentation between the contractors performing tie-in and de-oiling works

* Provide System Handover Management (SHM) status reports

* Ensure project activities are performed in accordance with SHM procedure

* Ensure that commissioning documentation is collated and archived

* Support and oversee contractor project engineers in developing eMOC workpacks

* Provide training in System Handover / Go-Completions database management for Company and Contractor personnel if/when required

* Be actively involved, in the site safety systems, including but not limited to:

o Safety Observation and Conversation (SOC)

o Behavioural Observation safety System (BOSS)

o Site Management Safety walk through

o Risk assessments

o Risk Assess It, Talk It, Check It (RTC)

o Permit to Work (PTW)

o eMOC

ACADEMIC/ EXPERIENCE REQUIREMENTS

* Engineering degree

* Detailed knowledge and experience of

o Commissioning certification systems

o Commissioning and System Handover Management Procedure

o Site integrity management (IM) standards and the application of IM to commissioning

o Completions data base (Go-Completions)

o Onshore pipeline projects

* Ability to work with interdisciplinary teams and communicate with discipline engineers.

* A proven decisive and proactive team player with good communications skills.

* Knowledge of the Western Route Export Pipeline system
