The Client Site Representative (CSR) is responsible for continuous safe, efficient, compliant and reliable operations for all subsea works conducted from the vessel.

2.1 Key roles and responsibilities:

  • Overseeing the job preparation and readiness of scopes of work, equipment, data sheets etc.
  • Ensuring all contractors' personnel(s) are qualified and competent.
  • Making sure the ROV is Audited according to IMCA R006.
  • Making sure the vessel is acceptable to TLJOC marine.
  • Checking that the ROV is fit for purpose, all sensors are installed correctly and data streams are being recorded during a wet test prior to job commencement.
  • Overseeing the offshore IMR operations from the vessel as TLJOC's Company Representative
  • Be "the eyes and ears" of the company during offshore operations.
  • Liaising with the onboard representatives of the certification authorities.
  • Working in cooperation with TLJOC's engineer and assisting him in all matters.
  • Ensuring projects are completed safely, efficiently and correctly.
  • Ensuring all testing and QA/QC procedures are followed.
  • Participate in the planning of subsea inspections.
  • QA/QC and auditing of subsea inspection operations and reports both on board and onshore.
  • Ensuring all operations follow the task plans in the correct order.
  • Assist in developing field procedures for IMR.
  • Issue formal site instructions / directions to the contractor on behalf of TLJOC if required.
  • Initiate or endorse Management Of Change (MCO) procedures If required.
  • Participate in daily project meetings on the vessel.
  • Promote safety culture on board. Ensure that all operations are conducted in a safe manner.
  • Oversee the Permit To Work (PTW) system on board and the interface with other company assets.
  • Make plans for safe SIMOPS when required and coordinate the operations with the other assets.
  • Initiate, conduct or participate in Hazard Identification Risk Assessment (HIRA) and Task Risk Assessment (TRA) meetings.
  • Consult with the vessel's master regarding decisions on environmental conditions required to work safely.
  • Liaise with, consult with and report to the subsea team onshore regarding the operations when required.
  • Make operational decisions together with the TLJOC engineer, contractor's supervisor and vessel master.
  • Ensure all contractors' equipment used is fit for purpose, maintained and in-date.
  • Checks the accuracy of the Daily Progress Report (DPR) and sign the report to confirm.
  • Ensuring that the "Lessons-Learned" process is effectively followed.
  • Verify that effective co-ordination of contractors and vendors planned and unplanned activities, ensuring that all procedures and/or work instructions are followed, the appropriate work instructions and vessel permits to work (PTW) are in place and signed off.
  • Confirm that offshore personnel have received adequate instruction, familiarization and training in operational requirements, regulations, policies, procedures and any special or unusual hazards.
  • Participate in safety walk-arounds, audits, and safety meetings.
  • Confirm employees' and vendors' personnel's awareness, comprehension and compliance with TLJOC Policies, practices and procedures .
  • Check the mobilization & demobilization plans, ensuring the mobilizations and demobilizations are carried out safely and efficiently.
  • Assist in the compilation and audits of the inspection's final reports.

2.2 Qualification Required:

  • Applicable, in-date offshore medical and BOSIET certification;
  • Diploma in a Technical or Engineering discipline;
  • CSWIP 3.4U or alternative Underwater Inspection Management Certificate;
  • Project Management Training certificate or documented experience of project management roles;
  • Approved/recognised course of familiarisation in DP Systems and DP Support Vessel operations
  • Comprehensive knowledge of ROV operations from fixed platforms, moored barges & DP Dive Support Vessels;
  • Comprehensive knowledge of current subsea inspection, maintenance & repair methodologies, techniques & equipment;
  • Comprehensive knowledge of occupational health & environmental hazards related to subsea operations;
  • Ability to audit & monitor the performance & maintenance of ROV systems applicable to CSR role;
  • Experience in use & administration of offshore platform PTW systems
  • Ability to speak, articulate & write in clear, concise English;
  • Ability to communicate confidently with Client & Contractor Managers & Engineers, Vessel Masters, OIMs & all ROV/Survey/Inspection team members;
  • Understanding of the Hazard Analysis process & practical experience of conducting Risk Assessments & HAZIDS;
  • Ability to generate Project Close-out Reports, incorporating appraisals, recommendations & operational statistics;
  • Competency in use of office computer applications such as MS Word, MS Excel, MS PowerPoint & MS Project;
  • Ability to act with integrity & openness, & to demonstrate ethical awareness whilst working for or on behalf of TLJOC;

2.3 Experience Required:

  • 10 years working in the offshore or subsea industries ROV;
  • 5 years working as Client Site Representative for subsea inspection / subsea work;
  • Performed CSR role on 03 ROV inspection projects in the offshore oil and gas industry;
