Job title: Project Health, Safety, and Environment (HSE) Method and Reporting Lead

Job dimensions:

The job holder is responsible for development of HSE management system and facilitate the process of building robust HSE culture within the organization.

The job holder is expected to:

• To develop HSE Management System of (HSE procedures, reporting.) project and punctually give support the affiliate in accordance with MAESTRO approach,
• To provide method input into development of safe systems of work and working with Construction Team.
• To provide methods input into evaluation of major risk assessment process.
• To participate in preparation of drills, exercises, training of the personnel.
• To support development and realization of HSE roadmap for building of HSE safety leadership in (zero fatality program, golden rules etc…).
• To drive development of HSE image (development and realization of related action plan).
• To develop HSE competence training matrix for Project HSE team.
• To roll out and communication of the HSE procedures.
• To provide HSE input to Call for Tender.
• To support HSE Lead in incident investigation and reporting routine.
• To develop an efficient HSE assurance program to monitor contractors’ HSE performances.
• To develop some HSE tools ensuring an efficient HSE follow up from PMT.
• To drive HSE performance review process, act as consolidator of inputs engaging all parties.
• Developing HSE competence training matrix for project HSE team.
• To manage and ensure the proper HSE reporting (weekly, monthly, annual) in the project and to Corporate (Internal, Synergi, Planet, Prevent others)
• To set up and perform HSE trending through a dedicated database

The job holder ensures good relationships with Service Providers or Contractors during the whole Project Duration.
The job holder is accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements, with regards to the Company Ethics and “Code of Conduct” policy and for implementing and controlling these rules and requirements within his area of responsibility.

HSE Responsibilities:

 Comply with the activities described within the HSE Management System.
 Take reasonable care of own Health and Safety and that of others who may be affected by their acts at work.
 Each employee, at his level of responsibility, must observe all Company Rules, procedures and instructions in the performance of his own task.
 Exercise such caution as is necessary to avoid danger to people and installations or to avoid pollution.
 Report any anomaly, abnormal conditions and near miss to supervisor.
 Participate actively in or lead when required HSE meetings, safety talks, toolboxes, training sessions and drills
 Actively communicate with integrated HSE team.
 Respect the TOTALENERGIES Code of Conduct and Maintain ethical culture at the workplace

Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor

DETAILED ACTIVITIES

1. Adopt and demonstrate an exemplary behaviour with regard to HSSE, to implement HSSE rules and requirements within his area of responsibility.
2. Provides advice & guidance to the Company on all Health, Safety, Environmental, Quality, Energy and Sustainability aspects for protection of Company's personnel, Assets, environment and for sustainable development.
3. Promote exemplarity in HSE matters including accurate reporting and feedback, being involved and motivating all personnel on safety culture of the Company.
4. Development of general HSE MS and maintenance of the referential system as per MAESTRO approach.
5. Organize the reporting on performance against HSE MS Performance Measures on a regular planned schedule.
6. Initiating and preparing HSE Guidelines, Procedures and Instruction.
7. Organize the Incident Investigations as required.
8. Control and evaluate the Contractors’ HSE performance and support project or operations teams in their management of contracts.
9. Perform HSE audits of all operations within the perimeter.
10. Ensure that all HSE deliverables / bridging documents related to Project activities are issued in a timely manner.
11. Manage the development of the HSE safety leadership, Golden rules, HSE campaigns,) fatality program
12. Provide HSE training (issuance and delivery of materials and trainings)

Qualifications/Experience required

 Level / Diploma: BA/MA degree in Petroleum Engineering or equivalent
 Minimum 10 years’ experience in E&P Operations with professional experience including operations on site - International Experience recommended.
 Fluent in English.
 In-depth knowledge of:

- HSE management in Operations
- Risk Analysis and management of Major Risks

Advanced Management, Advanced Human Relations, Problem Solving and Planning/organizing/coordinating/controlling, …

Language Requirements:

 Fluent English is mandatory.
 Azerbaijani language skills will assist performance.

Localization: Baku office.
