Certification Engineer (Certification Authority)
Location: Project Office, Milan
Reports to: Project Quality Manager

We are seeking an experienced Certification Engineer to manage and verify that all project deliverables—from engineering and procurement through construction, installation, commissioning, and final handover—meet all applicable certification scheme requirements. The role ensures that all systems, equipment, and documentation comply with regulatory, class, and client expectations.

About the Project A major international project management consultant has been engaged to support a multibillion‑dollar offshore gas development off the coast of Libya. The development, known as the Structures A&E project, includes two new offshore gas fields, delivery of drilling platforms, transmission infrastructure to the existing processing complex, and a new carbon‑capture facility. The programme aims to deliver up to 750 million cubic feet of gas per day, supporting regional energy security and export capacity. The consultant provides full project management services including planning, design coordination, procurement support, schedule and cost control, QA/QC, and risk management.


Key Responsibilities Certification Management
  • Develop and maintain the Project Certification Plan.
  • Establish and update the Certification Index/Register.
  • Define certification deliverables across all project phases.
Compliance & Technical Assurance
  • Ensure adherence to relevant class rules, API/ASME/ISO standards, and statutory regulations.
  • Coordinate with engineering teams to secure compliant designs.
  • Review vendor documentation for conformity with approved requirements.
Documentation Control
  • Manage certification dossiers including material certificates, test records, FAT documentation, WPQs, and ITPs.
  • Maintain full traceability of materials and equipment.
  • Prepare certificates such as CoC, Fitness for Purpose, or Statements of Compliance.
Liaison with Certification Authorities
  • Act as the primary interface for bodies such as DNV, ABS, LR, or BV.
  • Arrange inspections, witness points, audits, and submit documentation for review.
  • Address and close out certification‑related queries.
Inspection & Verification Support
  • Support inspection teams to confirm compliance during fabrication, testing, and commissioning.
  • Witness hydrotests, load tests, NDT, and other verification activities.
  • Ensure NCRs affecting certification are resolved and recorded.
Handover
  • Compile and submit the final certification dossier.
  • Ensure all certificates are complete, approved, and ready for operational acceptance.
  • Support regulatory and flag-state inspections during final acceptance.
Qualifications & Experience
  • Bachelor’s degree in Mechanical, Structural, Marine, or related Engineering discipline.
  • Experience in the oil & gas sector, including in certification or verification roles.
  • Strong knowledge of API, ASME, ISO, IEC, AWS, and relevant certification schemes.
  • Experience working with third‑party Certification Authorities (e.g., DNV, BV).
  • Familiarity with fabrication, construction, commissioning, and offshore installation.
  • Relevant QA/QC or inspection certifications (ISO 9001 Lead Auditor, CSWIP, API, ASNT, etc.).
  • Experience in EPC/EPCI projects for offshore platforms, subsea systems, or LNG facilities.
  • Understanding of regulatory frameworks (e.g., UK HSE, USCG, NOPSEMA).
