POSITION INFO: Bundle Fabrication Lead Construction engineer
KEY ROLES
Construction Oversight and Assurance
Act as Client focal point for construction assurance activities at the bundle yard.
• Provide independent surveillance of all construction works (civil, structural, mechanical, E&I).
• Ensure EPC contractor executes works in accordance with:
– Contract requirements
– Project specifications
– Approved procedures and AFC drawings
– Approved method statements and ITPs
– Applicable international codes (ASME, ACI, ASTM, BS, ISO and project standards)
• Participate in constructability reviews and verify alignment with project objectives.
• Review and challenge Contractor Construction Execution Plan, yard layout, sequencing and logistics strategy.
• Verify land readiness and confirm prior to intrusive civil works.
• Confirm enabling works (access roads, drainage, utilities, laydown areas) are completed prior to fabrication start.
Governance & Compliance Control
• Conduct structured surveillance of contractor compliance to contractual scope and quality requirements.
• Witness defined ITP hold and witness points as Client representative.
• Audit contractor QA/QC system effectiveness and NCR trend management.
• Verify temporary works designs are certified by competent authority prior to use.
• Ensure proper document control and traceability of inspection records and material certificates.
Scheduling & Progress Monitoring
• Review and interrogate contractor construction schedules (including critical path and float consumption).
• Monitor construction progress vs baseline and recovery plans.Identify emerging schedule risks affecting key milestones and escalate appropriately.
• Monitor and validate construction works (civil, structural, electrical, mechanical) to ensure compliance with approved drawings and specifications, and conduct physical measurements to verify reported progress.
• Review detailed construction execution plans, method statements, and work packages prepared by the main contractor.
• Ensure that site preparation, early works, and major construction activities at the bundle yard are properly aligned with the project schedule and milestones.
• Assess and estimate site-driven changes, such as unforeseen ground conditions, scope modifications, or safety-related adjustments.
• Validate reported progress through physical verification and measurement.
• Ensure bundle yard development activities remain aligned with overall project milestones and offshore interface requirements.
• Assess and review site-driven change events (e.g. unforeseen ground conditions, scope modifications, safety-driven changes) and confirm contractual basis prior to recommendation.
HSE leadership and Monitoring:
• Demonstrate visible Client safety leadership at site.
• Verify contractor compliance with HSE plans, risk assessments and permit-to-work systems.
• Participate in toolbox talks and site walkdowns in an assurance capacity.
• Pay particular attention to high-risk operations such as excavation, piling, lifting, heavy haul transport and structural erection.
• Confirm emergency response preparedness and site access control compliance.
Quality Surveillance:
• Conduct independent surveillance of contractor QA/QC implementation including:
– Civil and structural works
– Foundation and embed plate verification
– Steel erection tolerances
– Mechanical & Piping activities
– Fit-up inspection and welding activities
– Dimensional control checks
– Coating and preservation activities
• Verify completeness of construction dossiers prior to mechanical completion handover.
• Confirm traceability systems for fabricated materials are robust and auditable.
Others:
• Support the preparation of weekly and monthly cost and progress reports for the project leadership team.
• Track labor and equipment productivity, identify instances of reduced productivity that may result in cost overruns or schedule delays, and escalate concerns to the Project Manager.
• Develop and support productivity improvement initiatives by proposing adjustments in work sequencing, workforce allocation, or subcontracting strategies based on productivity analysis.
BASIC SKILLS
• Strong multidiscipline fabrication knowledge including Civil, architectural, structural, and mechanical.
• Understanding of construction methods and sequencing (Civil, structural, mechanical or E&I).
• Strong understanding of civil structural engineering principles related to construction.
• Familiarity with BP engineering standards and industrial codes like ACI, ASTM, BS, ISO,GOST and ASME.
• Ability to interpret technical drawings, specifications and contracts.
• Skilled in record-keeping, including site diaries, variations logs.
• Ability to prepare interim valuations, final accounts and change order documentation.
• Clear and professional verbal and written communication. Ability to coordinate with site teams, contractors and internal departments.
• Ability to identify cost or productivity issues early and recommend corrective actions.
TECHNICAL QUALIFICATIONS
• Minimum bachelor’s Degree in Civil, Mechanical Engineering or related discipline (e.g Structural engineering, construction engineering)
• Desired – previous experience on Construction management of similar bundle yard facilities, multidisciplinary experience on mechanical handover process of Bundle Yard.
EXPERIENCE
• Minimumum 5-10 years in construction of bundle yards especially civil and structural, preferably in oil &gas petrochemicals, or energy sectors).
• Site-based experience managing construction works (civil, structural, mechanical, E&I, piping on greenfield projects.
• Familiarity with project specifications and drawings review.
• Experience with cost tracking, remeasurement, change control and final account preparation.
